Alcantara, et. al, Jetski Operators of Britania, Municipality of San Agustin dated December 12, 2024 addressed to the Honorable Sangguniang Panlalawigan Members through Hon. Manuel O. Alameda, Sr., Vice Governor, all of this Province, informing the Body that they are against with the plan of the Local Government Unit (LGU) of San Agustin to increase the Environmental Fee to all tourists that will enter the Britania Group of Islands because there might be a decrease of tourists who will visit Britania, which will greatly affect their livelihood, for the Body’s information and appropriate action.
40. Letter from the Pumpboat Operators of Britania, Municipality of San Agustin dated December 12, 2024 addressed to the Honorable Sangguniang Panlalawigan Members through Hon. Manuel O. Alameda, Sr., Vice Governor, all of this Province informing the Body that they are against with the plan of Local Government Unit (LGU) of San Agustin has a plan to increase the Environmental Fee to all tourists that will enter the Britania Group of Islands because there might be a decrease of tourists who will visit Britania, which will greatly affect their livelihood, for the Body’s information and appropriate action.

Buela, Director III, Legal Service, Energy Regulatory Commission, Pasig City in the Matter of the Application for the Approval of the Proposed Capital Expenditure Projects for the Years 2025-2027. She informed that last October 30, 2024 , Surigao del Sur II Electric Cooperative, Inc. (SURSECO II) filed, through Energy Virtual One- Stop Shop (EVOSS) portal, an Application, dated 18 August 2024, seeking the Commision’s approval of its Capital Expenditure (CAPEX) Projects for 2025 to 2027, for the Body’s information.
2. Notice of Virtual Hearing on ERC Case No. 2024-149 RC dated December 6, 2024 issued by Ms. Krisha Marie T. Buela, Director III, Legal Service, Energy Regualtory Commission, Pasig City in the Matter of the Application for the Approval of the Proposed Capital Expenditure Projects for the Years 2025-2027. (SURSECO II) filed, through the Energy Virtual One- Stop Shop (EVOSS) portal, an Application, dated 18 August 2024, seeking the Commission’s approval of its Capital Expenditure (CAPEX) Projects for 2025 to 2027, for the Body’s information.
3. Letter from Engr. Noel M. Ajoc, Regional Director, Department of Science and Technology (DOST), Regional Office No. 13 – CARAGA, Butuan City dated December 20, 2024 addressed to Hon. Manuel O. Alameda, Sr., Vice Governor, Province of Surigao del Sur, acknowledging receipt of the Provincial Council’s Resolution No. 2593 – 24 entitled “Earnestly Requesting the Department of Science and Technology (DOST) for the Conduct of a Feasibility Study on the Utilization of Falcata and Other Soft Timber Species as Fuel for Renewable Energy in the Form of Wood Chips for Local and Export Markets”. The latter informed the Body that their end has initiated the following through the Provincial Science and Technology Office (PSTO), viz: 1. Pre-coordination with North Eastern Mindanao State University (NEMSU) – Bislig City. Discussions with NEMSU’s Campus Director, Dr. Whelson C. Pasos, who confirmed that the University is ready to lead the Feasibility Study, leveraging its research expertise and local knowledge to support the initiative; and 2. Engagement with the Author of the Resolution, Hon. Conrad C. Cejoco, Vice Chairman of the Provincial Energy Council. Perez, Secretary to the Sangguniang Panlalawigan, Province of Surigao del Sur regarding Resolution No. 2068-24 of the Sangguniang Panlalawigan, this Province entitled “Earnestly Requesting His Excellency President Ferdinand “Bongbong” Romualdez Marcos, Jr. thru Secretary Raphael P.M. Lotilla, Department of Energy, for the Extension of Small- Scale Coal Mining Permits in Bislig City, Province of Surigao del Sur”. Palangpang, Provincial Treasurer, Office of the Provincial Treasurer, this Province, copy furnished this Body the Notice Payment of the 1% Basic Real Property Tax and 1% Special Education Fund in the Province of Surigao del Sur for the Year 2025. Pursuant to Republic Act No. 7160, otherwise known as the Local Government Code of 1991 and having adopted and embodied in the Province through Tax Ordinance No. 46-2023 dated August 15, 2023 as Revised Revenue Code of the Province of Surigao del Sur, the Basic Real Property Tax and Special Education Fund (SEF) Tax for the Calendar Year 2025 at the tax rate of 1% respectively, shall become due and payable on the 1st day of January. Minardo, Secretary to the Sanggunian, Office of the Secretary to the Sanggunian, Municipality of Lanuza, this Province dated January 8, 2025 addressed to the Honorable Members of the Sangguniang Panlalawigan, Tanggapan ng Sangguniang Panlalawigan, Province of Surigao del Sur, furnishing this Body a copy of his response to the Memorandum issued by Hon. Charlyn L. Literato, Vice Mayor, Municipality of Lanuza dated January 6, 2025, which pertains to the alleged misapplication of Section 49(B) of the Local Government Code and the bypassing of the Office of the Municipal Mayor. Accordingly, this issue arises from the Sangguniang Panlalawigan’s decision on an Administrative Complaint previously dismissed by your Office. Regrettably, according to Mr. Minardo, the situation appears to be escalating, as the Vice Mayor has been deemed not liable while continuing to selectively approve transactions based on personal whims and discretion, for the Body’s information.

Lucino, CESO IV, Regional Director, Department of the Interior and Local Government, DILG, CARAGA Region, Caraga Bldg., Purok 1A, Barangay Doongan, Butuan City, copy furnished this Body regarding the request for guidance on inadequate budget allocations for the Office of the Municipal Vice Mayor. The latter informed the Body that upon review of the approved Annual Budget for this Office, they have noted the following allocations: 1. Membership dues to the VMLP - P1.00; 2. Travelling Expenses - P5,000.00; 3. Trainings and Seminars – P5,000.00; 4. Representation Expenses – P1,000.00; and 5. Other MOOE Expenses – P3,000.00.
