2. Letter from RD. Maria Fe D. Jagna, CESO IV, Regional Director, Department of Budget and Management (DBM), Regional Office No. XIII, Butuan City dated April 21, 2025 addressed to the Honorable Members of the Sangguniang Panlalawigan through Hon. Alexander T. Pimentel, Provincial Governor, all of this Province, informing the August Body on their review of the FY 2025 Supplemantal Budget No. 1 of the General Fund of the Province of Surigao del Sur, involving an a appropriation of P78,006,509.13 under Appropriation Ordinance (AO) No. 151-25 approved on March 20, 2025, reveals substantial compliance with the same law and its Implementing Rules and Regulations, subject to the following comments and recommendations: 1. One of the funding sources of the AO is the Share from National Wealth amounting to P8,783,369.51. As reflected in the Local Budget Preparation Form (LBP) Form No. 1 – Budget of Expenditures and Sources of Financing (BESF) of the Budget Operations Manual (BOM) for LGUs (2023 Edition), the Share of National Wealth is classified as Regular Income. Regular revenue refers to taxes, fees, and receipts actually realized, including the NTA (formerly IRA) and other shares provided for in Sections 284, 290, and 291 of the LGC, but exclusive of non-recurring receipts such as national aids, grants, financial assistance, loan proceeds, sales of assets, miscellaneous income/receipts and other similar receipts. The Province’s share on national wealth may, therefore, be considered as regular revenue and therefore subject to budgetary requirements such as the 5% Local Disaster Risk Reduction and Management Fund. Nonetheless, this matter has been referred to DBM Central Office for further guidance. 2. An appropriation of P2,443,321.00 under Provincial Health Office was allocated for Personal Services. If it is intended to fund the creation of new positions, the LGU is requested to submit a copy of the enabling Ordinance together with the updated Plantilla of Personnel for documentation purpose. The latter also informed that the above-mentioned Budget was declared operative on its stated date of effectivity, subject to the posting requirement under Section 59 of R.A. No. 7160. The Province shall comply the herein conditions and notify the office of the actions taken thereon. It was further informed that the review action does not authorize any item of appropriation that is specifically prohibited by or inconsistent with the provisions of law. Disbursements of appropriations herein authorized shall be subject to the availability of funds, provisions embodied in the Omnibus Election Code and other pertinent laws, rules and regulations. Compliance with all existing laws, administrative rules and regulations shall be the sole responsibility of the implementing officials of the Provincial Government, for the Body’s information.
3. Letter from Mr. Roel E. Abad, General Manager, Surigao del Sur II Electric Cooperative, Inc. (SURSECO II), Tandag City, this Province dated April 21, 2025 addressed to the Honorable Members of the Sangguniang Panlalawigan thru Hon. Manuel O. Alameda, Sr., Provincial Vice Governor, all of this Province regarding Memorandum No. 2018-055 and Memorandum No. 2022-055, all issued by the National Electrification Administration (NEA), informing the August Body that SURSECO II, Inc. will be conducting OPERATION BAKLAS to remove unauthorized cables and equipment of telecommunications (telcos) and internet providers attached and obstructing the power distribution network. The latter informed the Body that Operation Baklas is supposed to commence this month but upon request by the COMELEC, the same is re-schedules after the full completion of the election period. In preparation, however, a Coordinantion Meeting with key personnel of LGUs and the PNP is set on April 29, 2025, to discuss the objectives, operational plans, and protocols of the activity, for the Body’s information.
