1. Memorandum No. 20 from Hon. Johnny T. Pimentel , Provincial Governor, this Province dated September 15, 2025 addressed to all Department Heads. The latter informed the Body that the Provincial Health and Wellness Center (PHWC) will conduct PhilHealth YAKAP Profiling and Medical Consultation for all employees of the Provincial Government of Surigao del Sur. The activity forms part of the Provincial Government’s commitment to preventive health care and its alignment with the PhilHealth YAKAP program, for the Body’s information.
2. Letter from Ms. Charlyn L. Literato, Former Vice Mayor of the Municipality of Lanuza dated September 12, 2025 addressed to Hon. Antonio C. Azarcon, Chairman Committee on Finance and Appropriation, this Province, furnishing a copy of the Affidavit Complaint relative to the acts of the Municipal Budget Officer. This is being transmitted for transparency and reference in connection with the Supplemental Budget No. 4 submitted therein, for the Body’s information.
3. Letter from RD. Maria Fe D. Jagna, CESO III, Regional Director, Department of Budget and Management (DBM), Regional Office XIII, Butuan City, dated September 9, 2025 addressed to the Honorable Members of the Sangguniang Panlalawigan, through Honorable Johnny T. Pimentel, Provincial Governor, all of this Province, informing the August Body on their review of the FY 2025 Supplemental Budget No. 3 of the General Fund of the Province of Surigao del Sur, involving an appropriation of ?71,721,094.11 under Appropriation Ordinance (AO) No. 06-25 approved on September 2, 2025, reveals substantial compliance with the same law and its Implementing Rules and Regulations, subject to the following comments and recommendations: Accordingly, the said Appropriation Ordinance is declared operative in its entirety effective on the date fixed therein, subject to the posting requirement under Section 59 of R.A 7160. The latter also informed that the review action does not authorize any item of appropriation that is specifically prohibited by or inconsistent with the provisions of laws. Disbursement of appropriations herein authorized shall be subject to the availability of funds and other pertinent laws, rules, and regulations. Compliance with all existing laws, administrative rules and regulations shall be the sole responsibility of the implementing officials of the Provincial Government, for the Body’s information.
