2. Letter from Atty. Francisco J. Rivera, Chairman, Games and Amusement Board (GAB), 2F Legaspi Towers 200, Paseo de Roxas St., Makati City dated May 29, 2025 addressed to Mr. Edgar G. Perez II, J.D., Secretary to the Sangguniang Panlalawigan, this Province, with Subject: Request for Opinion on Provincial Franchise for Cockpit Operations. He informed the Body that GAB’s jurisdiction over cockfighting is limited to the licensing of international cockfight derbies. As the issue at hand involves the licensing and regulation of regular or local cockfighting, it falls outside GAB’s jurisdiction, and such, he regrets to inform the Body that they are constrained from rendering an opinion on the matter. The latter further informed the Body that the issue at hand involves the interpretation of certain provisions of the Local Government Code, he submits that the matter may be more appropriately lodged with the Department of the Interior and Local Government (DILG), through its Legal and Legislative Liaison Services (LLLS) as the lead government agency charged to implement the Local Government Code, particularly to assist Local Government Units in maximizing the exercise of their powers and functions. Accordingly, the DILG may be in a better position to address the concerns, for the Body’s information.
3. Letter from Atty. Tito A. Cañedo III, Municipal Mayor, Municipality of Hinatuan, this Province dated June 2, 2025 addressed to the Honorable Members, Sangguniang Panlalawigan thru Hon. Manuel O. Alameda, Sr., Vice Governor, all of this Province, in compliance with the required actions stated in the review findings pursuant to SP Resolution No. 3030-25, S. 2025, relative to the Supplemental Budget No. 01-2025, embodied in Appropriation Ordinance No. TC-021, S. 2025, of the Municipality of Hinatuan, respectfully submitting the following documents for appropriate evaluation and reference: 1.
