Letter dated March 13, 2017 from Hon. Shem G. Garay, Municipal Mayor of Hinatuan, addressed to the Sangguniang Panlalawigan, both of this Province, earnestly requesting for comments and recommendations, with regards to S.B Ordinance No. VG-188, series of 2017 of the abovementioned municipality entitled “An Ordinance Granting Authority to the Office of the Municipal Mayor to Return the Position of Records Officer II/Administrative Officer II to the Office of the Sangguniang Bayan, this Municipality Pursuant to the Legal Opinion/Guidance of the Regional Director, Civil Service Commission CARAGA Region, Butuan City” with attached copy of his letter dated January 27, 2017 and March 7, 2017 sent to the Sangguniang Bayan of same municipality through Hon. Candelario J. Viola, Jr., Vice Mayor expressing his comments to the legal opinion dated December 21, 2016 of the CARAGA Regional Civil Service Commission (CSC) Legal Officer Atty. Winston L. Plaza, Director III. Further, he also requested the August Body for proper guidance and for any legal remedy that could be extended to them in resolving the matter.
