Pimentel, Provincial Governor of Surigao del Sur, to Issue an Executive Order Mandating the Use of Tandag Airport as the Primary Gateway for All Official Travels of Provincial/City/Municipal Government Officials and Employees, Subject to the Availability of Commercial Flights and Other Justifiable Circumstances”. He informed the Body that, based on the legal opinion rendered on the matter, the Provincial Governor cannot fulfill said request for the following reasons: 1) Mandating the use of Tandag Airport as the primary gateway for all official travel of the Provincial, City and Muncipal employees constitutes rule-making, which exceeds the scope of executive power; 2) There is no enabling law or Ordinace to support such mandate; and 3) It effectively restricts or regulates the conduct of government Officials and employees, which is a legislative function. He further informed the Body that, as an alternative, the Governor may issue a non-mandatory Executive Order designating Tandag Airport as the preferred gateway for administrative convenience, considering that it is less costly compared to utilizing other airports. However, if a truly mandatory policy is desired, it must be enacted by the Sangguniang Panlalawigan as an Ordinance, for the Body’s information. 26-06183

Pimentel, Provincial Governor, PPOC SDS Chairperson, Provincial Peace and Order Council, this Province dated August 12, 2026 addressed to BGEN Benjamin L Leander PA, Brigade Commander, 401st Infantry Brigade, 4ID, PA relative to the PPOC Resolution No. 06, Series of 2026, declaring the Province of Surigao del Sur as in the State of Internal Peace and Security (Insurgency-Free). He informed the Body that, in connection therewith, the concerned official or a duly authorized representative was invited to present and discuss the parameters and criteria for declaring the Province as Insurgency-Free, including the assessment process and other requirements that may be relevant to the said declaration.
