Jagna, CESO IV, Regional Director, Department of Budget and Management (DBM), Regional Office No. XIII (CARAGA), Butuan City dated February 10, 2026 addressed to the Honorable Members of the Sangguniang Panlalawigan, through Hon. Johnny T. Pimentel, Provincial Governor, all of this Province, informing the Body that pursuant to the provisions of the Local Government Code of 1991 (Republic Act [R.A.] No. 7160), the review of the FY 2026 Annual Budget of the General Fund (GF) of the Province of Surigao del Sur, involving appropriations of P3,037,892,989.00 under Appropriation Ordinance (AO) No. 26-25 approved on December 22, 2025, reveals substantial compliance with the same law and its Implementing Rules and Regulations except for the following: 1. The amount reflected in the FY 2026 GAD Plan and Budget, as appended in the approved FY 2026 Annual Investment Program (AIP), is deficient by P43,742,556.84; 2. The conversion of the Administrative Aide (ADA) III with Item No. 12 and occupied by Nerieza S. Moreno, to Cook I under Lianga District Hospital per Ordinance No. 146-25 dated January 21, 2025 is considered reclassification since there has been a substantial change in the regular duties and responsibilities of the incumbent; 3. The Provincial Government created the Position of Administrative Officer V (Administrative Officer III), SG-18 with Item No. 46 for Marihatag District Hospital per Ordinance No. 35-25, series of 2025. It is recommended that the position shall be spelled out in the FY 2026 Plantilla of Personnel (POP) from Admin Officer V (Admin Officer III) to Administrative Officer V (Administrative Officer III). A copy of the corrected POP is requested for documentation; 4. In compliance to the comments and recommendations made on the review conducted of the FY 2025 Annual Budget of the General Fund (GF), the Plantilla of the Provincial Engineering Office – Programming and Planning Division was already presented separately in the FY 2026 Plantilla of Personnel. The Provincial Government, however, is requested to submit a copy of the Ordinance creating the new division; 5. Submission of Ordinances is requested for the following staffing modifications: a) Provincial Administrator’s Office; b) Provincial Health Office; 6. The LGU is reminded that the appropriation for Performance Enhancement Incentive (PEI) amounting to P15,252,000.00 shall only be utilized once the guideline is issued for the purpose; 7. The LGU is reminded that the appropriation for Miscellaneous Personnel Benefit Fund (MPBF) amounting to P15,000,000.00 for the third tranche of the Modified Salary Schedule for Civilian Government Personnel, in line with the implementation of EO No. 64 shall only be utilized once the guideline is issued for the purpose; 8. The LGU is encouraged to prepare the Receipts Program in the next Appropriation Ordinance using the prescribed format as illustrated in Page 112 of the Budget Operations Manual for Local Government Units, 2023 Edition. She further informed the Body that based on the above observations/findings, the CY 2026 Annual Budget of the Province of Surigao del Sur is declared operative on its stated date of effectivity, subject to the posting requirement under Section 59 of R.A. No. 7160, and compliance to Item Nos. 1 to 7 of the Review Letter. Disbursements of appropriations therein authorized shall be subject to the availability of funds and all accounting and auditing rules and regulations. Compliance with all existing laws, administrative rules and regulations shall be the sole responsibility of the implementing officials of the Provincial Government, for the Body’s information and appropriate action. 26-05541
