2. Appropriation Ordinance No. 2016-12 dated November 4, 2016 of the City of Bislig, this Province entitled “An Ordinance Authorizing and Approving the Supplemental Budget No. 2 CY 2016 in the Amount of Four Million Four Hundred Thirty Thousand Two Hundred Ninety-Three Pesos & 41/100 (PhP4,430,293.41) for the Operation of the City of Bislig and for Other Purposes.”

3. Appropriation Ordinance No. 07-2016 dated November 7, 2016 of the Municipality of Madrid, this Province entitled “An Ordinance Authorizing Supplemental Budget No. 2 Series of 2016 Involving an Amount of Nine Hundred Sixty Five Thousand Eight Hundred Eighty Four and 56/100 Pesos (P965,884.56) for Augmentation of the Deficiences of the Annual Budget CY 2016.”

4. Appropriation Ordinance No. 12 dated November 7, 2016 of the Municipality of Cantilan, this Province entitled “An Ordinance Authorizing Supplemental Budget No. 2 Series of 2016 Involving an Amount of Fourteen Million Four Hundred Twelve Thousand Two Pesos (P14,412,002.00) from the General Fund for the Operations and for Other Purposes of the LGU Cantilan, Surigao del Sur for Calendar Year 2016.”

2. Trial Balance for General Fund of the Province of Surigao del Sur as of September 30, 2016 submitted by Mr. Charles B. Tonera, Provincial Accountant, this Province.

3. Letter of Hon. Joey S. Pama, Vice Mayor, Municipality of Barobo, addressed to the Honorable Vice Governor and to the Honorable Members of the Sangguniang Panlalawigan, all ofthis Province dated October 26, 2016 relative to SP Resolution No. 172-16 entitled “Enjoining All Local Government Units in the Province of Surigao del Sur to Pass an Anti-Smoking Ordinance in their Respective Areas of Jurisdiction”. He informed the Body that they have already enacted Ordinance No. 05, Series of 2016 entitled “An Ordinance Prohibiting Smoking of Cigarettes, Tobacco and Cigars in All Public Places and Institutions, and Conveyances; and Imposing Penalties for Violations Thereof”, which was duly approved by this Body per SP Resolution No. 2051, Series of 2015.

4. Computer generated letter from the Department of Environment and Natural Resources (DENR), Quezon City dated October 20, 2016 acknowledging receipt of Resolution No. 118-16 entitled “Earnestly Requesting Hon. Regina Paz L. Lopez, Secretary, DENR Diliman, Quezon City to Establish a Mechanized Nursery in Tandag City, to Provide Tree Seedlings to Farmers in the First District of the Province of Surigao del Sur.”, with the information that the document was referred to the Office of the Chief of Staff on October 20, 2016 for further action and development.

5. Review letter of Mr. Ricky L. Sanchez, OIC-Regional Director by the authority of the Secretary of Budget and Management, Department of Budget and Management (DBM), Butuan City dated November 2, 2016 addressed to the Honorable Members of the Provincial Council, thru Hon. Vicente T. Pimentel, Jr., Provincial Governor, all of this Province relative to FY 2016 Supplemental Budget No. 4 (General Fund) of the Province of Surigao del Sur, involving an appropriation of P8,429,555.54 under Appropriation Ordinance No. 15-16 dated October 4, 2016, which was submitted to their Office for review last October 11, 2016 which revealed substantial compliance with the provisions of the Local Government Code of 1991 and its Implementing Rules and Regulations, including the Rules and Regulations of the Budget Operations Manual (BOM) for Local Government Units. Thus, the said Appropriation Ordinance was declared operative in its entirety effective on the date fixed therein along with some conditions.
