1. Letter from Hon. Johnny T. Pimentel, Provincial Governor, this Province dated September 1, 2025 addressed to all Department Heads and Chiefs of Independently Operating Units with subject: Signing Authority for Disaster and Economic Development Fund Transactions. The latter informed the Body that all transactions charged to the Disaster Fund and the Economic Development Fund shall be signed only by the Governor. Further, to ensure centralized oversight and accountability for these critical funds it is directed to ensure all relevant documentation is prepared accordingly for the Governor’s signature, for the Body’s information.

2. Memorandum No. 18 from Mr. John Vincent C. Pimentel, Provincial Administrator for and in behalf of Hon. Johnny T. Pimentel, Provincial Governor, this Province dated August 22, 2025 addressed to all Department Heads, Chiefs of Hospitals and Independently Operating Units Re: Implementation of DILG Memorandum Circular Number 2025-082 dated August 12, 2025. The latter informed the Body that the matter pertains to DILG Memorandum Circular No. 2025-082, “Prohibition Against Accessing Online Gambling Platforms and/or Engaging in Online Gambling”, applicable to all government officials and employees. Further, engaging in online gambling constitutes, among others, is a violation of Section 4(c) of Republic Act No. 6713, which directs public officials and employees to refrain from acts contrary to law, good morals, good customs, public policy, public order, public safety and public interest. Likewise, under Section 50(b) of the 2017 Rules on Administrative Cases in the Civil Service (RACCS), such violation may be classified as Grave Offense for Conduct of Prejudicial to the Best Interest of the Service, with an imposable penalty of suspension for Six (6) months and One (1) day to One (1) year for the first offense, and dismissal from service for the second offense. In this regard, all Department Heads and Chiefs of Hospital and Independently Operating Units are directed to cause wide dissemination of the prohibition from accessing any online gambling platform and/or engaging in any form of online gambling, except those operated or regulated by the Philippine Charity Sweepstakes Office (PCSO), for the Body’s information.

3. Letter from Ms. Mary Jane L. Dominguez, Head, Permit Section, for and in behalf of Atty. Archie Edsel C. Asuncion, Chief, Water Rights Division, National Water Resources Board, Department of Environment and Natural Resources, Quezon City, copy furnished this Office, with reference to the Water Permit Application for water/groundwater with WPA No. XIII-SDS-2025-08-016 filed by Kawa-Kawa sa Awog Resort located at Marogarong Creek: Barangay San Jose, 8311 Bislig City, Surigao del Sur. The latter requested that the enclosed Notice/s of Water Permit Applications be posted on the Bulletin Board of the Office and shall remain posted for a period of fifteen (15) days from receipt. Further, she requested the Body that any person who may be adversely affected by the proposed appropriation/s may file a verified protest with the National Water Resources Board within fifteen (15) days from the posting of said Notice/s of Application. Furthermore, a certification to the effect that the same have been posted pursuant to the rules is likewise requested to be issued by the Office.
