Alameda, Sr., Vice Governor, all of this Province, requesting for the passage of a Sangguniang Panlalawigan Resolution authorizing the Provincial Governor to enter into and sign a Memorandum of Agreement (MOA), for and in behalf of the Provincial Government, with the Department of Agriculture – Regional Field Office (DA-RFO) 13, represented by Regional Executive Director Arlan M. Mangelen, for the establishment of a Hydroponics Greenhouse in the amount of PESOS: ONE MILLION FIVE HUNDRED THOUSAND (Php1,500,000.00) Only, thru the DA’s National Urban and Peri-Urban Agriculture Program, for the Body’s information and appropriate action.

1. Emailed letter from RD. Maria Fe D. Jagna, CESO IV, Regional Director, Department of Budget and Management (DBM), Regional Office No. XIII, Butuan City furnishing a copy of DBM Regional Office XIII Advisory No. 2024-5 dated December 11, 2024 relative to the Updated Guidelines in the Electronic Submission of Special Budget Requests (SBRs), Inquiries, Communications, Budget and Financial Accountability Reports (BFARs) and All Others in the DBM Regional Office XIII. The latter informed the Body that in accordance with Republic Act (RA) No. 8792 and the parameters set in the approved CY 2024 Office Performance Commitment and Review (OPCR), submissions from the official electronic mail accounts of Agency Regional Offices, State Universities and Colleges (SUCs), Operating Units, Local Government Units (LGUs), Local Water Districts (LWDs), and other clientele agencies which are sent to the official DBM RO XIII email address at ro13@dbm.gov.ph will be acknowledged, uploaded into the Document Management System (DMS), and acted upon appropriately, provided they bear the digital signature of the Head of the agency or its authorized representative, for the Body’s information, guidance and compliance.
2. Letter from Mr. Antonio L. Co, President, Carrascal Nickle Corporation, et. al, dated December 9, 2024 addressed to the Honorable Members, Sangguniang Panlalawigan attention Hon. Manuel O. Alameda, Sr., Vice Governor, all of this Province, copy furnished this Office, with Subject: Deferment of the Implementation of Article M of the Tax Ordinance No. 46-2023 dated July 18 July 2023, in reference to the aforesaid Tax Ordinance and its Implementing Rules and Regulations dated 03 June 2024 to respectfully request your good office to defer or hold in abeyance the implementation of the same. The latter informed the Body that in many years their companies have operated in the province, they have always accorded the utmost respect for the authority of the Province of Surigao del Sur to create their own sources of revenue in order to support the Province of Surigao del Sur. Accordingly, they diligently pay their tax obligations, both local and national taxes, to demonstrate their faithful commitment to contribute for the support of the province, not to mention the countless Corporate Social Responsibility (CRS) activities they have conducted to actively participate in all your efforts to uplift the lives of your constituents. Further, there are concerned about the wisdom, nature and validity of the spirit and letter of said Ordinance. In fact, there are certain provisions that needs revisiting and review as it may have untold ramifications, i. e., provincial police participation in its implementation, mandating the Mines and Geosciences Bureau to impose additional requirements in the issuance of OTP and/or MOEP, and other implementing regulations. Relative to the matter at hand, the latters respectfully request that the implementation of Article M of the Tax Ordinance No. 46-2023 and its related issuances be deferred and/or held in abeyance until their concerns are resolved or at least heard. They are more than willing to explain their situation and concerns regarding the Ordinance at a time convenient to your Office, for the Body’s information and appropriate action.
