14.Ordinance No. 12 dated August 27, 2024 of the Municipality of Barobo, this Province entitled “Ordinance Prescribing for the Prioritization and Commitment to Pantawid Pamilyang Pilipino Exited and Graduated Households in the Delivery of Services Through the Adoption of the Convergence Provision of Republic Act 11310-An Act Institutionalizing the Pantawid Pamilyang Pilipino Program (4Ps)”.

1.Letter from Ms. Thelma S. Alcoberes, RPF, Provincial ENR Officer, Provincial Environment and Natural Resources Office- Local Government Unit (PENRO-LGU) dated November 27, 2024 addressed to the Honorable Members of the Sangguniang Panlalawigan, acknowledging receipt of the Resolution No. 2557-27 regarding the creation of a specialized team to investigate the source of pollution and identification of responsible parties on the alleged discoloration of the rivers in Hinatuan, Surigao del Sur. She informed the Body that they had appreciated the Sangguniang Panlalawigan concern for environmental protection. She further informed the Body that there is no need for further investigation since there was already a Cease and Desist Order for Illegal Mining Activities in Barangay Mamis, Bahi, and Tambis, all of the Municipality of Barobo, this Province. She added that the suspected to be causing the discoloration of Hinatuan River has been formally served and enforced to the respective barangays, marking a decisive step towards environmental protection and compliance regulations. Subsequent to the issuance of a Cease and Desist Order (CDO), their personnel conducted monitoring activities in the affected barangays, confirming the cessation of illegal mining operations and upon ocular inspection at the Hinatuan River, it was observed that the river’s water clarity has improved with turbidity levels now gradually back to normal indicating that the pollution issue has been resolved, for the Body’s information.

2.Letter from Mr. Mario P. Cunado, Regional Director, Department of Information and Communications Technology, Region 13 (CARAGA), Butuan City dated November 28, 2024 addressed to Hon. Manuel O. Alameda, Sr., Vice Governor thru Mr. Edgar G. Perez II, J.D, Secretary to the Sangguniang Panlalawigan, all of this Province, informing the Body that the ILCDB Partners Congress and Tech4ED Awards will be held on December 6, 2024 from 8:00AM to 4:30PM at the LMX Convention Center, Butuan City. He further informed the Body that the dress code for the said event is Filipiniana Attire, reflecting the spirit and cultural pride of the occasion, for the Body’s information.

3.Notice of Hearing on BMC Case No. 2024-109 dated November 12, 2024 issued by Mr. Adriano B. Consunji, Chief, Commission Secretariat, National Telecommunications Commission, Department of Information and Communications Technology, Quezon City in connection with the Application of the Soundstream Broadcasting Corporation, requesting for the issuance of a Certificate of Public Convenience (CPC) to install, operate and maintain a 1KW FM Radio Broadcasting Station in Tandag City, Surigao del Sur. The applicant has requested for the issuance of a Provisional Authority (PA) pending final determination of the application. It is also informed that the hearing is on December 9, 2024, (Monday) at ten thirty in the morning (10:30 AM) at the Legal Branch, 3rd Floor, National Telecommunications Commission, BIR Road, East Triangle, Diliman, Quezon City, via zoom hearing, wherein applicant shall present its compliance with the Commission’s jurisdictional requirements, as well as its evidences, if warranted, for the Body’s information.

Perez II, J.D, Secretary to the Sangguniang Panlalawigan, all of this Province in reference to the letter dated November 19, 2024, furnishing them a copy of  Sangguniang Panlalawigan Resolution No. 2588-24, Series of 2024, requesting technical assistance, ocular inspection and assessment of the current condition of the Saint Agustin Parish Church and Convent (Hinatuan Church). He informed the Body that the technical staff of the Historic Preservation Division (HPD) will coordinate with them regarding their scheduled visit to the Municipality of Hinatuan, Province of Surigao del Sur. He also requested for a complete photo documentation of the structures (church and convent) showing its architectural details and decorative features (exterior and interior elevations) and its immediate property, for their records and reference,  for the Body’s information.

7.Letter from Mr. James J. Gantalao, Assistant General Manager, Engineering Office, Philippine Port Authority (PPA) dated November 25, 2024 addressed to Mr. Edgar G. Perez II, J.D., Secretary to the Sangguniang Panlalawigan, this Province in reference to the letter dated November 20, 2024 furnished through electronic mail by the Office of the Secretary to the Sangguniang Panlalawigan (OSSP) Resolution No. 2555-24 entitled “Earnestly Requesting Atty Jay Daniel R. Santiago, General Manager, Philippine Ports Authority (PPA) for an Assistance for the Expansion, Utilization and Development of Port Tabon, Bislig City, Surigao del Sur. He informed the Body that they had requested the Port Management Office in Surigao to evaluate the request within the context of the development plan for the Port of Tabon as well as the port development requirements of the entire Province of Surigao del Sur, for the Body’s information.

8.Letter from RD Maria Fe D. Jagna, CESO III, Regional Director, Department of Budget and Management (DBM), Regional Office XIII, Butuan City dated December 5, 2024 addressed to the Honorable Members of the Sangguniang Panlalawigan, Province of Surigao del Sur through Hon. Alexander T. Pimentel, Provincial Governor, this Province, informing the August Body on their review of FY 2024 Supplemental Budget No. 6 of the General Fund of the Province of Surigao del Sur, involving an appropriation of P100,005,042.73 under Appropriation Ordinance (AO) No. 138-24 dated November 21, 2024, which reveals substantial compliance with the provisions of the Local Government Code of 1991 and its Implementing Rules and Regulations (IRR). The latter also informed that the above-mentioned Budget was declared operative on its stated date of effectivity, subject to the posting requirement under Section 59 of R.A. No. 7160. It was further informed that the review action does not authorize any item of appropriation that is specifically prohibited by or inconsistent with provisions of laws and compliance with all existing laws, administrative rules and regulations shall be the sole responsibility of the implementing officials of the Provincial Government, for the Body’s information and reference.

9.3rd Notice of Electronic Hearing on NWRB Case No. 2019-407 dated October 21, 2024 issued by Atty. Rebyanne Giselle C. 11.Letter from Ms. Hershe L. Nuñez, RSW, Provincial Social Welfare and Development Officer, Provincial Social Welfare and Development Office (PSWDO), this Province dated November 21, 2024 addressed to the Honorable Members of the Sangguniang Panlalawigan thru Mr. Edgar G. Perez II, J.D., Secretary to the Sangguniang Panlalawigan, all of this Province, submitting to this Body the Camp Management Plan for adoption and approval of the same. Being the lead agency of Camp Coordination and Camp Management together with the Provincial Disaster Risk Reduction and Management Office (PDRRMO) in the province who will manage and oversee the evacuation center during the occurrence of calamities or disaster incident, they created a Camp Coordination and Camp Management Committee who crafted the plan to ensure the rights of IDPs, facilitate the effective and predictable delivery of protection and services to community. Attached is the copy of the above-mentioned plan, for the Body’s information and appropriate action.

12.Letter from Ms. Sotera S. Vilvestre, Wakat-Barobo Commercial Fishing Association (WABACOFA) Chairperson dated December 4, 2024 addressed to Hon. Raul K. Salazar, Sangguniang Panlalawigan Member, this Province, informing the Body that the WABACOFA was organized in year 2019 and registered in Department of Labor and Employment (DOLE) with Registration Certificate No. CARAGA-SDS-2019-10-WA-123 in October 18, 2019 and they are the group of commercial fishers who engage in deep sea fishing. Unfortunately, they felt difficulties during fishing operations because they have no fish aggregating devices (deep sea Payaos) and they can’t compete with the other commercial fishing operators in terms of utilizing the fisheries resources due to financial restraints. Accordingly, they can’t afford to provide their owned payaos to increase fish catching and can help other fishers. Anent this, they humbly requested the Honorable Sangguniang Panlalawigan Members to allocate Funds for Deep Sea Payaos for WABACOFA Fishers, for the Body’s information and appropriate action.
