Beldia and the Philippine Rice Research Institute (PhilRice) – Agusan Experiment Station, represented by Branch Director Gerardo F. 11. Letter from Hon. Alexander T. Pimentel, Provincial Governor, this Province dated November 11, 2024 addressed to the Honorable Members, Office of the Provincial Council thru Hon. Manuel O. Alameda, Sr., Vice Governor, all of this Province, requesting for the passage of a Sangguniang Panlalawigan Resolution authorizing the Provincial Governor to enter into and sign a Memorandum of Understanding (MOU), for and in behalf of the Provincial Government of Surigao del Sur with the various stakeholders enumerated in the MOU for the institutionalization of the Agriculture and Fisheries Resources, Research and Extension for Development Network (AFRREDN), for the Body’s information and appropriate action.

18. Letter from Hon. Alexander T. Pimentel, Provincial Governor, this Province dated October 11, 2024 addressed to Hon. Manuel O. Alameda, Sr., Vice Governor, this Province, informing the Body that he Vetoed Two (2) Provincial Ordinances, to wit: 1. Ordinance No. 124 – 24 entitled “An Ordinance Creating the Positions of Provincial Government Assistant Department Head (Provincial Health Officer 1) SG 25, With Annual Salary in the Amount of Two Million Eighty Four Thousand Five Hundred Five Pesos (₱2,084,505.00); Senior Health Program Officer SG 18, With Annual Salary in the Amount of Nine Hundred Eighty Two Thousand Nine Hundred Forty Two Pesos (P982,942.00); Administrative Officer IV (Human Resource Management Officer III), SG 18, With Annual Salary in the Amount of Nine Hundred Eighty Two Thousand Nine Hundred Forty Two Pesos (P982,942.00) and Health Education and Promotion Officer III SG 18 With Annual Salary in the Amount of Nine Hundred Eighty Two Thousand Nine Hundred Forty Two Pesos (P982,942.00) in the Provincial Health Office, this Province for Inclusion in the Annual Budget for the Ensuing Fiscal Year 2025; and 2. Ordinance No. 126 – 24 entitled “An Ordinance Creating the Positions of Provincial Government Assistant Department Head (Assistant Provincial Social Welfare and Development Officer- Operations) SG 24, With Annual Salary in the Amount of One Million Five Hundred Twenty Six Thousand Two Hundred Thirty Nine Pesos (P1,526,239.00); Supervising Administrative Officer SG 22, With Annual Salary in the Amount of One Million Two Hundred Twenty Two Thousand Five Hundred Nineteen Pesos (P1,222,519.00) and Administrative Assistant II (Administrative Assistant) SG 8, With Annual Salary in the Amount of Three Hundred Sixty Seven Thousand Eight Hundred Six Pesos (P367,806.00), All in the Provincial Social Welfare and Development Office (PSWDO), this Province for Inclusion in the Annual Budget for the Ensuing Fiscal Year 2025”. The latter informed the Body that he withheld the approval of the aforementioned Ordinances because they are not feasible under the current financial circumstances of the Provincial Government. Accordingly, it will require substantial financial resources and has requested that new initiatives shall be supported by a substantial financial plan to avoid compromising other essential services and programs. Thus, the latter strongly urged the Body to revisit the said Ordinances to address the issues mentioned, for the Body’s information and appropriate action.

Ordinance No. 24 dated October 21, 2024 of the Municipality of Bayabas, this Province entitled “An Ordinance Amending Ordinance No. 03, Series of 2023 Entitled: An Ordinance Institutionalizing the ‘Mabuhay’ Gestures as Official Greetings and as Part of Filipino Brand of Service Excellence in the Municipality of Bayabas, Surigao del Sur, by Providing the Mabuhay Signage, in a Form of Sticker, in All Tricycles for Passenger Use and Business Establishments Within the Municipality of Bayabas, Surigao del Sur”.

Alcoberes, RPF, Provincial Environment and Natural Resources Officer, Provincial Environment and Natural Resources Office – Local Government Office (PENRO-LGU) dated November 5, 2024, addressed to the Members of the 20th Sangguniang Panlalawigan of the Province of Surigao del Sur, submitting to this Body the List of Quarry Permits duly issued by Honorable Governor Alexander T. Pimentel within the Municipalities of Barobo, Tagbina and Hinatuan, all of this Province. Further, she informed the Body that as of this date, no mining permits have been issued by the Honorable Governor due to the absence of a declared Minahang Bayan.
