1. Letter of PC/Supt. Rolando B. Felix, Regional Director, Police Regional Office 13 (CARAGA), Philippine National Police, Camp Rodriguez, Butuan City addressed to Hon. Manuel O. Alameda, Sr., Provincial Vice Governor, this Province dated June 22, 2016 relative to SP Resolution No. 2162-16 condemning the alleged rape of a female detainee comitteed by SPO2 Elso T. Pilapil inside Tago Municipal Police Station, Tago, this Province, informing that a Criminal Case for Rape was filed against SPO2 Pilapil docketed under Criminal Case No. 6845 and a warrant of arrest was issued by Hon. Rufo U. Naragas against the accused on May 27, 2016 at about 9:00 A.M..The subject PNCO voluntarily surrendered to SPO2 Michael G. Quisaot of Tandag City Police Station. Further, he informed that the said accused was administratively charged also for Grave Misconduct docketed as RIAS13-NMP-ADM-16002, thus, a summary hearing is still on going at the Regional Internal Affairs Service 13 and their last preliminary conference, was scheduled last June 20, 2016 at 2:00 o’clock in the afternoon.
