11. Letter from Hon. Philip A. Pichay, Municipal Mayor, Office of the Municipal Mayor, Municipality of Cantilan, this Province dated June 4, 2024 addressed to the Honorable Members of the 20th Sanggunaing Panlalawigan thru Hon. Manuel O. Alameda, Sr., Provincial Vice Governor, all of this Province, pertaining to Ordinance No. 05-23 of the said Municipality entitled “An Ordinance Creating the Position of Rural Health Unit Physician Under the Municipal Health in the Municipal Government of Cantilan, Surigao del Sur and Appropriating Funds Thereof” which was returned to their end for rectification through Resolution No. 1173 – 23, Series of 2023 of the Sangguniang Panlalawigan, this Province dated September 12, 2023. According to him after receiving the aforesaid Resolution Mr. Anthony Teofilo S. Arreo, Human Resource Management Officer Designate of the said municipality, immediately wrote a letter to the Department of Budget and Management (DBM) Regional Office XIII on February 28, 2024, seeking clarification on whether their Local Government Unit (LGU) is allowed under the law to create the position of Rural Health Unit Physician despite of the existing Municipal Health Officer (MHO) position. He further informed the Body that in the letter reply of the DBM dated May 22, 2024 which was released on May 29, 2024 and received by the Municipal Budget Office of the said Municipality, the DBM affirmed that under Republic Act No. 1082, Republic Act No. 7305, Republic Act No. 7160 and the Manual on Position and Classification, their LGU is allowed to create the said position with Salary Grade 24. Anent this, the former respectfully requested the Body for the immediate reconsideration of Ordinance No. 05 – 23 of this municipality, for the Body’s information and appropriate action.

1. Letter from Mr. Ordonio P. Rocero, Jr., Regional Director, National Commission on Indigenous Peoples (NCIP), CARAGA Administrative Region, Butuan City, dated June 04, 2024, addressed to Hon. Antonio C. Azarcon, Chairman, Committee on Laws and Justice and Human Rights, Member of the 20th Sanggunaing Panlalawigan, this Province, copy furnished this Body, pertaining to the letter of the Sanggunian of the Province dated May 30, 2024, inquiring on the authority of Hawudon Rico Maca, Municipal Indigenous Peoples Mandatory Representative (IPMR), Municipality of San Miguel, this Province during the Validation Process held at Cantilan, Surigao del Sur. The latter informed the Body that as per records, Hawudon Rico Maca is a descendant of Angey/Angeles which can be traced in his genealogy and one of the claimants of the subject Handog. He further informed the Body that according to the report with the Validation Team, not only Hawudon Rico Maca but also the five (5) clans were given the opportunity to be heard and provided clarifications to their stand. Furthermore, the complaints received by their Office are now subject to an ongoing validation process as directed by the NCIP Central Office, for the Body’s information.
2. Letter from Engr. Ruel B. Bantugan, MPA, District Engineer, Surigao del Sur 1st District Engineering Office, Department of Public Works and Highways (DPWH), Tandag City, this Province dated June 04, 2024, addressed to the Honorable Provincial Board Members of the Province of Surigao del Sur, furnishing a copy of the Status Report of Project Implementation undertaken by the DPWH-SDS 1st District Engineering Office, Tandag City, Surigao del Sur for the Month of May, 2024, for the Body’s information.
