29. Letter from Atty. Beverly Ann C. Noriega, Noriega & Noriega Law Offices, dated May 23, 2024, addressed to all Member of the 20th Sangguniang Panlalawigan thru Mr. Egdar G. Perez II, Secretary to the Sangguniang Panlalawigan, all of this Province, acknowledging receipt of Resolution No. 1926 – 24, Series of 2024 dated May 07, 2024, last May 16, 2024 by Mr. Paulo Blanco, Administrative Consultant, Surigao Development Corporation (SUDECOR). The said Resolution was relative to the prohibition of SUDECOR from requiring the public (particularly the indigenous peoples of Brgy. Pakwan, Lanuza, Surigao del Sur as the proponent entity or “Pakwan Residents” for brevity) of securing prior written authorization from its Management so they can freely gain access to its private roads within its titled property. With the rulings notwithstanding, the latter emphasized that the SUDECOR allows registered residents of the said Barangay, especially those foot or pedestrian passerby, including some light vehicles to enter and exit out of its roads without need of prior authorization. What SUDECOR merely prohibits from entering its premises are those big hauling and heavy equipment trucks, unless prior permits/authorization is secured from its top management. This is so because, with the current shutdown of its operations and the suspension of its Integrated Forest Management Agreement (IFMA) license by the government, SUDECOR can no longer afford to fully secure its vast and expansive premises. For this reason, security measures have to be instituted to ensure that these trucks plying in and out of SUDECOR roads are not carrying contrabands or prohibited forest products. Anent this, the latter humbly appeal to the August Body to reconsider the subject Resolution and recall the same on constitutional grounds, given SUDECOR’s position to be meritorious, in fact and in law, for the Body’s information and appropriate action.

1. Letter from Hon. Leovino M. Constantino, Sangguniang Bayan Member, Chairman, Committee on Agriculture, Office of the Sangguniang Bayan, Municipality of Carrascal, this Province dated May 15, 2024, addressed to Hon. Valerio T. Montesclaros. Jr., Chairman. Committee on Agriculture/Fisheries, Member of the 20th Sangguniang Panlalawigan, Province of Surigao del Sur, pertaining to the 1st Indorsement of the Sangguniang Panlalawigan of the Province of Surigao del Sur dated March 01, 2024 containing Resolution Nos. 1516-24, 1517-24 and 1518-24, which were referred to the former. The latter informed the Body that according to the Municipal Environment and Natural Resources Officer (MENRO) of said municipality that Carrascal has already an Integrated Coastal Management Plan which was prepared ten (10) years ago and will need revision and updates considering the lapse of time and he will coordinate with the Municipal Agriculturist for the updates of data on different sectors and departments. He further informed the Body that the mangrove areas in the Barangays of Bon-ot, Adlay and some parts of Dahican, all of the Municipality of Carrascal, this province, are intact and have no report of cutting and gathering. Furthermore, all mining companies in coordination with CENRO Cantilan and local LGUs have conducted mangrove tree planting on open estuarine areas, for the Body’s information.
2. Letter from Ms. Naealla Bainto Aguinaldo, Deputy Executive Secretary, Office of the Deputy Executive Secretary for General Administration, Office of the President, Malacañang, Manila dated April 16, 2024, addressed Mr. Emmanuel R. Ledesma, Jr., President and Chief Executive Officer (P/CEO)Philippine Health Insurance Corporation (PhilHealth), Shaw Boulevard, Pasig City, copy furnished this Body, pertaining to Sangguniang Panlalawigan of the Province of Surigao del Sur’s Resolution No. 1654 – 24, Series of 2024, requesting for the suspension of the implementation of the increase of PhilHealth contributions, among others. The latter informed the Body that the matter was forwarded to P/CEO, Mr. Emmanuel R. Ledesma, Jr., for evaluation and action and the purpose of the letter is only to forward a copy of the correspondence and should not, in any way, be construed as interceding in the recipient’s own evaluation and action, in accordance with existing laws, rules and regulations, for the Body’s information.
3. Letter from Dr. Janice V. Pagaran - Alcordo, RN, MAHAD, FPCEM, FPAPSHPI, DipHM, DPCHA, CHA, OIC – Medical Center Chief II, Adela Serra Ty Memorial Medical Center (ASTMMC), Tandag City, this Province dated May 15, 2024, addressed to Hon. Amado M. Layno, Jr., Chairman. Committee on Health, Sanitation and Nutrition, Member of the 20th Sangguniang Panlalawigan, Province of Surigao del Sur, informing the Body the schedule of the launching of the On-site Bagong Urgent Care Ambulatory Services (BUCAS) which will be held on May 31, 2024. The latter further informed the Body that the said new facility, known as the Ambulatory Care Unit (ACU) aims to significantly improve healthcare access in Surigao del Sur by bridging the gap between primary care and more advanced treatments and it will be operational every day of the week, including weekends and holidays. She Further informed the Body that the establishment of BUCAS Center is part of DOH Secretary Teodoro Herbosa’s 28 for 28 by 28 initiative, supporting his 8 – Point Action Agenda for Health and it aims to set up at least 28 BUCAS Centers by 2028, serving the 28 Million Filipinos most in need of accessible and quality healthcare services, for the Body’s information.
4. Letter from Rizza D. Sion, CESE, OIC - Provincial Director, Department of the Interior and Local Government (DILG), this Province dated May 21, 2024, copy furnished this Body, endorsing to Hon. Conrad C. Cejoco, SP Member, 20th Sangguniang Panlalawigan of the Province of Surigao del Sur the basic communication, with Subject: Copy of the Designation Letter Dated May 15, 2024 of Hon. Conrad C. Cejoco as Acting Vice Governor of Surigao del Sur, Following the Temporary Vacancy Created Due to Approved Official Travel to South Korea of Hon. Manuel O. Alameda, Sr., Vice Governor, this Province on June 2 – 8, 2024, for the Body’s information.
5. Letter from Mr. Joceler M. Moralda, General Manager, Surigao del Sur I Electric Cooperative, Inc. (SURSECO I), Bislig City, this Province dated May 15, 2024 addressed to the Honorable Members of the Provincial Council, this Province, pertaining to Provincial Council of the Province of Surigao del Sur’s Resolution No. 1919 – 24, Series of 2024, inquiring about the status of electric posts located in private lands within the jurisdiction of Electric Cooperatives in Surigao del Sur. The latter informed the Body that their end has not received any formal concerns or complaints from private landowners regarding the electric posts installed on their properties. He further informed the Body that during the implementation of rural electrification projects, they collaborated with local officials of the beneficiary barangays to conduct Right of Way (ROW) negotiations with private landowners in cases where a distribution line needs to traverse through their properties. However, their standard practice to install electric poles is within the ROW supported by Department of Energy (DOE) Circular No. DC2013-07-0065 Rule III, Section 10, Mandates, Powers, Function and Privileges of Electric Cooperatives (ECs), for the Body’s information.
6. Letter from RD Mr. Mario P. Cuñado, Department of Information and Communications Technology, CARAGA Regional, Butuan City dated May 22, 2024 addressed to Hon. Anthony Joseph P. Cañedo, Members of the 20th Sangguniang Panlalawigan, District II, this Province, confirming the Body that they have received SP Resolution No. 1916 – 24 dated April 30, 2024, requesting the provision of Free Wi-Fi for all services during the Araw ng Surigao del Sur dated June 15 – 19, 2024 and Araw ng Tagbina dated June 21 – 27, 2024 last May 16, 2024. The latter informed the Body that they will facilitate the installation of Starlink kits to provide Free Wi-Fi access throughout the designated venue and ensure the guests that can stay connected during the event and enhanced their overall experience. He further informed the Body that their Regional Wi-Fi Team will coordinate the representative of this province during the project implementation, for the Body’s information.
7. Letter from RD Mr. Mario P. Cuñado, Department of Information and Communications Technology, CARAGA Regional, Butuan City dated May 23, 2024 addressed to Hon. Anthony Joseph P. Cañedo, Members of the 20th Sangguniang Panlalawigan, District II, this Province, responding to SP Resolution No. 1963 – 24 of this province entitled “Earnestly Requesting the Department of Information and Communications Technology (DICT) CARAGA Regional Office Under the Cyber Security Team to Conduct an Immediate Investigation to the Possible Hacking of hinatuan.gov.ph Website Being Acquired from DICT and Also Review All Government Websites Being Acquired from DICT by Different LGUs or Government Offices Within the Province of Surigao del Sur”. The latter informed the Body that the DICT- Caraga has conducted an initial investigation and found out that the National Computer Center (NCC) created an initial domain reserved for Hinatuan, Surigao del Sur (hinatuan.gov.ph). He added that on May 2023, the LGU of Hinatuan conducted a web development training. Following the training, on June 2023, the LGU of Hinatuan submitted an application for the LGUs gov.ph domain name registration using the domain name visithinatuan.gov.ph.. However, the DICT’s DNS register team responded informing the LGU that the domain name hinatuan.gov.ph was already registered. To address on the matter at hand, the DNS register team advised the LGUs technical personnel to submit a .gov.ph Domain Modification Form to utilize the existing domain name instead of applying for a new domain name. However, no further action was taken by the LGU. The latter further informed the Body that this year, upon request, another web development training was conducted for the LGUs of Bislig City and Hinatuan, all of this province, and they were designated to craft/create a draft of their website locally and submit a request for online hosting and utilization of the hinatuan.gov.ph domain. Unfortunately, it was found out that the hinatuan.gov.ph was already hacked and is already in use by malicious entity. In this regard, the former informed the Body that they sent a request to the Government Online Services Division (GOSD) of the DICT Central Office of the immediated deactivation of the domain and escalated the incident to the National Computer Emergency Response Team (NCERT) of DICT’s Cybersecurity Bureau for further investigation and review of all other government websites in Surigao del Sur hosted by the department, for the Body’s information.
