1. Letter from Hon. Betty E. Pimentel, Municipal Mayor, Office of the Mayor, Municipality of Tago, this Province dated March 4, 2024 addressed to Hon. Gines Ricky J. Sayawan, Sr., Chairman, Committee on Finance and Appropriation, Member of the 20th Sangguniang Panlalawigan, Office of the Provincial Council, this Province, regarding the Annual Budget for Fiscal Year 2024 of the Municipality of Tago, Surigao del Sur. The latter informed the Body that she vetoed the FY 2024 Annual Budget, however, it was overridden by a two-thirds votes of the Sangguniang Bayan on January 9, 2024. To this effect, the vetoed Annual Budget was submitted before the Office of the Sangguniang Panlalawigan for review and confirmation. Anent to this, the latter requested the Body to thoroughly review the Annual Budget Ordinance together with the Annual Investment Plan (AIP) dated July 5, 2023 because recently they have found out that the 2024 Budget Ordinance was totally higher than the approved Annual Investment Plan for FY 2024, thus, they believed that the approved Budget will automatically be In-operative and run counter to Article 410 of IRR of RA 7160, for the Body’s information and appropriate action.
2. Appropriation Ordinance No. 04 dated February 14, 2024 of the Municipality of Cortes, this Province entitled “An Ordinance Authorizing the Annual Budget of the Municipality of Cortes, Surigao del Sur for Fiscal Year 2024 in the Total Amount of One Hundred Twenty One Million, Six Hundred Nine Thousand and Three Hundred Fifty Two Pesos (P121,609,352.00) for the General Fund and Local Economic Enterprise Covering the Expenditures for the Operation of the Municipal Government for Fiscal Year 2024, and Appropriating the Necessary Funds for the Purpose”.
3. Appropriation Ordinance No. 03 dated November 14, 2023 of the Municipality of Barobo, this Province entitled “An Ordinance Authorizing the Annual Budget of the Municipality of Barobo, Surigao del Sur for Fiscal Year 2024 Under the General Fund and Local Economic Enterprise in the Amount of Two Hundred Sixty-Six Million Three Hundred Eighty-One Thousand and Seven Pesos (Php266,381,007.00) Covering the Various Expenditures for the Operation of the Municipal Government and Appropriating the Necessary Funds for the Purpose”.

Alameda, Sr., Provincial Vice Governor and to All Members of the Sangguniang Panlalawigan thru Mr. Edgar G. Perez II, J.D., Secretary to the Sangguniang Panlalawigan, all of this Province, relative to the clerical error of the project name stated in the Appropriation Ordinance authorizing the Annual Budget FY 2023 particularly under the 20% Development Fund that needs to be corrected to conform the plan and budget linkage as provided in Section 305 (i) of RA 7160 which states that the local budget shall operationalize approved local development plans. In order to harmonize the implementation of the project, the latter requested the August Body to pass an Ordinance rectifying the project by changing/renaming from ‘Improvement of Seawall Along Unidad-Bitaugan Road, Cagwait, Surigao del Sur’ to 'Installation of Seawall Along Unidad-Bitaugan Road, Cagwait, Surigao del Sur' all under the 20% Development Fund - CY 2023. They informed the Body that the Installation of Seawall along Unidad-Bitaugan Road in Cagwait, this Province was the original name in the AIP 2023, which was indorsed by the Provincial Development Council under approved SP Resolution No. 417-22 dated November 29, 2022, for the Body’s information and appropriate action
