Letter from Mr. IA V Inocencio M Maramion III, Provincial Officer - Surigao del Sur, Philippine Drug Enforcement Agency (PDEA), Regional Office XIII, Butuan City, dated February 6, 2024 addressed to Hon. Ruel D. Momo, Chairman, Committee on Peace and Order, Public Safety and Anti-Illegal Drugs, Sangguniang Panlalawigan Office, this Province, pertaining to the latter’s proposed Resolution authored by Hon. Gines Ricky J. Sayawan, Sr. entitled “Granting Incentives in the Amount of Php100,000.00 to Every Barangay Declared as Drug-Free in the Province of Surigao del Sur and Providing Funds Thereof” asking their end to provide the set of guidelines or criteria for declaring a drug free/cleared barangay which will be incorporated in the Ordinance to be crafted. The latter informed the Body that the parameters in declaring drug-cleared barangays can be found in page 18, Section VIII Application for Declaration of Drug-Cleared Status (Folder 1 and 2), while parameters in confirming barangays as drug-free can be found in page 24, which can be applied to the Barangays in Bislig City and Lianga, all of this province, which were previously reverted back to drug affected status. However, for those barangays which are not yet reverted/revoked but are due for validations, parameters in the retention of the barangays as drug-cleared status can be found in page 28, while the parameters in the retention of drug-free status can be found in page 34 and 35 of the Barangay Drug Clearing Program Manual of Operations Book which was given on January 30, 2024 during the Committee on Peace and Order, Public Safety and Anti-Illegal Drugs Committee Meeting, for the Body’s information and appropriate action.
18. Letter from Police Colonel Harry B. Domingo, Provincial Director, Philippine National Police, National Police Commission, Police Regional Office 13, Surigao del Sur Police Provincial Office dated February 6, 2024 addressed to Honorable Ruel D. Momo, Chairman, Committee on Peace and Order, Public Safety and Anti-Illegal Drugs, Office of the Provincial Council, this Province, pertaining to the proposed Resolution entitled “Granting Incentives in the Amount of P100,000.00 to Every Barangay Declared as Drug-Free in the Province of Surigao del Sur and Funds Therefor”, wherein the Members of the 20th Sangguniang Panlalawigan respectfully requested their end to submit the proposed set of guidelines or criteria for declaring a barangay as drug free. Anent to this, the latter recommended to the Body that after the declaration of the Philippine Drug Enforcement Agency (PDEA) from drug free barangays, their Office through the coordination and collaboration with other government operatives will conduct a thorough monitoring to insure that said barangay has no presence of active drug personalities for a period of six (6) months. Attached are the guidelines/checklist or criteria for declaring a barangay as drug free, for the Body’s information and appropriate action

Ordinance No. 02 dated January 08, 2024 of the Municipality of San Miguel, this Province entitled “An Ordinance Declaring the Hours from 10:00 P.M. to 4:00 A.M. as ‘Municipal-Wide Curfew Hours’ for Children and Youths Below Eighteen (18) Years of Age, Creating Barangay Curfew Advisory Board and Providing Penalties Therefor”.
