Lucino, CESO V, Regional Director, Department of the Interior and Local Government (DILG), CARAGA Region, Butuan City dated October 27, 2023 addressed to all DILG Provincial and City Directors, CARAGA (XIII), with the Subject: Invitation to the Neo-Webinar Executive Session (WES) on a Comprehensive Overview of the Local Legislative Process and Procedure on November 9, 2023 at 8:00 AM to 12:30 PM. Further, the latter informed the Body that the activity is also offered to all Local Chief Executives (LCEs) and to the Members of the Sanggunian (Provinces, Cities and Municipalities), for the Body’s information.
2. Advisory from Atty. Ernesto R. Sotto, Jr., Program Manager, Development Center for Future Leaders, Inc. dated October 13, 2023 addressed to all Provincial Governors, Vice Governors, City and Municipal Mayors and Vice Mayors, Punong Barangays and all Concerned, relative to Department of the Interior and Local Government (DILG) Memorandum Circular No. 2023-147 dated October 12, 2023, regarding the conduct of the Local Climate and Disaster Resilience Conference on November 21-24, 2023 at the Mezzo Hotel, Cebu City. Anent to this, the latter informed the Body that the DILG properly requested and formally informed their end that there was an slight change/adjustment in the schedule, instead of the above-mentioned dates, the conference will be held on November 20-23, 2023, for the Body’s information.
3. Notice of Hearing on BMC Case No. 2023-177 dated October 10, 2023 issued by Mr. Adriano B. Consunji, Board Secretary, Department of Information and Communications Technology, National Telecommunications Commission, Quezon City in connection with the Application of Malindang Broadcasting Network Corporation, for the issuance of a Certificate of Public Convenience (CPC) to install, operate and maintain an FM Radio Broadcast Station in Tandag City, Surigao del Sur. The applicant has requested for the issuance of a Provisional Authority (PA) pending final determination of the application. It is also informed that the hearing was on November 9, 2023, (Thursday) at nine thirty in the morning (9:30 AM) at the Legal Branch, 3rd Floor, NTC Building, National Telecommunications Commission, BIR Road, East Triangle, Diliman, Quezon City, via zoom hearing, wherein applicant shall present its compliance with the Commission’s jurisdictional requirements, as well as its evidences, if warranted, for the Body’s information.

7. Letter from RD. Maria Fe D. Jagna, CESO IV, Regional Director, Department of Budget and Management (DBM), Regional Office No. XIII, Butuan City dated October 24, 2023 addressed to the Honorable Members of the Sangguniang Panlalawigan, Province of Surigao del Sur through Hon. Alexander T. Pimentel, Provincial Governor, this Province, informing the August Body on their review of Appropriation Ordinance (AO) No. 70-23 approved on October 2, 2023 of the Provincial Government covering the FY 2023 Supplemental Budget No. 4 of the General Fund of the Province of Surigao del Sur in the amount of P102,483,202.66, which reveals substantial compliance with the provisions of the Local Government Code of 1991 and its Implementing Rules and Regulation (IRR). The latter informed that the above-mentioned Budget was declared operative on its stated date of effectivity, subject to the posting requirement under Section 59 of R.A. No. 7160. It was further informed that the review action does not authorize any item of appropriation that is specifically prohibited by or inconsistent with provisions of law and disbursement of appropriations therein authorized shall be subject to the availability of funds and all accounting and auditing rules and regulations, for the Body’s information.
8. Letter from Mr. Gabriel C. Falcon, Jr., Provincial Internal Auditor, Provincial Internal Audit Service Office, this Province dated November 7, 2023 addressed to Hon. Gines Ricky J. Sayawan, Sr., Chairman, Committee on Finance and Appropriation, Tanggapan ng Sangguniang Panlalawigan, this Province, with the Subject: Common Findings from the Baseline Assessment of Internal Control (BAICS) Within the PIASO-Assessed Department. The latter informed the Body that the findings highlight areas of improvement served as a means to enhance the operational efficiency and compliance measures. Likewise, he further informed the Body that their Office have already communicated the concerned department that required for improvement and presently monitoring the compliance with the audit findings, recommendation, implementing essential corrective actions and fortifying their internal control, for the Body’s information.
