1. Resolution No. 66-2016 dated April 19, 2016 of the Municipality of Cantilan, this Province, entitled “Earnestly Requesting the Sangguniang Panlalawigan of Surigao del Sur for Reconsideration on LGU Cantilan Annual Budget for 2016 Relative to the Excess on Personnel Services Limitation.”

2. Appropriation Ordinance No. 02 dated May24, 2016 of the Municipality of Tagbina, this Province, entitled “An Ordinance Authorizing the General Fund Supplemental Budget No. 01, Fiscal Year 2016 of the Municipality of Tagbina, this Province, in the Amount of Thirty Four Million Fifty-Five Thousand Nine Hundred Forty Nine Pesos and Sixty Centavos (P34,055,949.60) to Fund for Salary Increases and Other Personnel Benefits of Officials and Employees of Local Government Unit Pursuant to Local Budget Circular No. 108, Series of 2016, and for Other Purposes.”

3. Ordinance No. 10 dated May 30, 2016 of the Municipality of Carrascal, this Province, entitled “An Ordinance Authorizing Supplemental Budget No. 03, S. 2016, Involving an Amount of Nineteen Million Eight Hundred Sixty Four Thousand Three Hundred Eighty Five Pesos and Seventy One Centavos (PhP19,864,358.71) for the Essential Services and Commitments of the Administration of the Municipality of Carrascal, Surigao del Sur FY 2016.”

4. Letter of Dr. Joseph D. Orquio, Chief of Hospital I, Marihatag District Hospital, Marihatag, Surigao del Sur, addressed to Hon. Manuel O. Alameda, Sr., Provincial Vice Governor, this Province, dated May 16, 2016 requesting this Body to pass a resolution as one of the requirements to secure license to operate as Blood Collecting Unit (BCU) and Blood Station (BS) pursuant to R.A. No. 7719, also known as the National Blood Services Act of 1994, which promotes voluntary blood donation to provide sufficient supply of safe blood and to regulate blood banks entitled “A Resolution Authorizing Marihatag Distrtict Hospital Located at Poblacion, Marihatag, Surigao del Sur to Operate as Blood Collection Unit (BCU) and Blood Station (BS) and Requesting the Department of Health for the Immediate Approval and Release of the Licence to Operate.”

1. 1^st Indorsement of Mr. Efren E. Rivas, Jr., Provincial Administrator for and in behalf of Hon. Johnny T. Pimentel, Provincial Governor, both of this Province dated May 27, 2016 addressed to all Department Heads, this Province indorsing the basic communication dated May 26, 2016 from Ms. Elvira S. Daradar, REA, OIC-Regional Director, Bureau of Local Government Finance, CARAGA, Administrative Region, Butuan City pertaining to the duly approved appointment of Ms. Crispa M. Geli as Provincial Government Department Head (Provincial Treasurer), this Province duly approved by the Civil Service Commission as permanent under Section 13(a), Rule V, Omnibus Rules Implementing Book V of Executive Order No. 292 and other pertinent Civil Service Laws, effective upon assumption of duty but not earlier than March 15, 2016, the date of issuance of appointment.

2. Letter of Mr. Edel B. Carag, Director III, OIC, Director IV, Bureau of Learning Resources, Department of Education, DepEd Complex, Pasig City addressed to Hon. Manuel O. Alameda, Sr., Provincial Vice Governor, this Province dated May 3, 2016 in response to Resolution No. 2130-16 adopted by the Sangguniang Panlalawigan of Surigao del Sur requesting Secretary Br. Armin A. Luistro, FSC of the Department of Education (DepEd) to provide all public high schools in Surigao del Sur with complete copies of Learner’s Materials (LMs) for Grades 7, 8, 9, 10, 11 and 12. He informed the August Body that procurement initiatives on instructional materials have been undertaken by DepEd Central Office. He explicitly expressed that high schools in Surigao del Sur will receive the appropriate quantity of learning resources from DepEd Central Office, and that he will ask the Schools Division Office of this Province to provide the Bureau of Learning Resources (BLR) with their latest inventory of Learning Resources (LRs) vis-a-vis enrolment data, which shall be used as basis for allocation and delivery of same.

3. Letter of Ms. Marina L. Cuizon, Secretary to the Sangguniang Panlungsod, Tandag City, this Province addressed to all Heads of the National and Corporate Offices, all Department Heads, LGU-Tandag City, LGU-Provincial Government of Surigao del Sur, all 21 Barangay Captains, all Presidents/Operators/ Owners/Managers of Light Public Utility Vehicles, all Presidents CSO’s, the Tandag Chamber of Commerce & Industry-through the President and the Principals of All Schools, all of this City informing that there will be a public hearing on June 7, 2016, Tuesday, at 1:00 o’clock in the afternoon at TandagCity Gymnasium to treat the 1^st indorsement dated May 24, 2016 from Hon. Roxanne C. Pimentel, City Mayor of this City requesting the Honorable Members of the Sangguniang Panlungsod thru the Presiding Officer Hon. Ruel D. Momo to pass an Ordinance entitled “Authorizing the Transfer of the Local Government Site, Particularly the Relocation of Tandag City Hall, Including the Offices of Executive and Legislative Departments from Bungtod,Tandag City to Awasian, Tandag City and the Conduct of Public Hearing that Purpose, in view of the Completion of the Legislative Building Located at Awasian, Tandag City”.

Computer generated letter from the Department of Environment and Natural Resources (DENR), Quezon City dated May 06, 2016 acknowledging receipt of SP Resolution No. 2272-16 (Series of 2016) of the Province of Surigao del Sur entitled “Favorably Endorsing to Hon. Ramon J.P. Paje, CESO I, Secretary,Department of Environment and Natural Resources (DENR), Quezon City Thru Regional Director Nonito M. Tamayo, CESO IV, Butuan City the Mining Operation of Kafugan Mining Inc. (KMI) at Barangay Pantukan, Municipality of Carrascal, Surigao del Sur”, further informing the Body that the same was referred to the Office of the Chief of Staff on May 6, 2016 for further action.

5. Letter of Atty. Analiza Rebuelta-Teh, Undersecretary, Chief of Staff, Department of Environment and Natural Resources (DENR), Quezon City, addressed to Ms. Monalisa Cañedo-Su, Secretary to the Sangguniang Panlalawigan, Tandag City Surigao del Sur dated May 11, 2016 acknowledging receipt of SP Resolution No. 2272-16 (Series of 2016) of the Province of Surigao del Sur entitled “Favorably Endorsing to Hon. Ramon P.J. Paje, CESO I, Secretary, Department of Environment and Natural Resources (DENR), Quezon City thru Regional Director Nonito M. Tamayo, CESO IV, DENR, CARAGA Region XIII, Butuan City the Mining Operation of Kafugan Mining Incorporated (KMI) at Barangay Pantukan, Municipality of Carrascal, Surigao del Sur”, informing that same was referred to the Director of Mines and Geoscience Bureau (MGB) for appropriate action and that said Office will coordinate with the Sangguniang Panlalawigan on any action taken on the same.

6. Letter of Mr. Robert Nomar V. Leyretana, CESO II, Deputy Administrator, Officer in-Charge, Land Registration Authority, Quezon City addressed to the Sangguniang Panlalawigan Members, this Province dated May 10, 2016 in connection with SP Resolution No. 2117-16 adopted February 1, 2016 of the Province of Surigao del Sur entitled “Earnestly Requesting the Honorable Secretary of the Department of Justice Through the Land Registration Authority (LRA) to Establish an Office of Registry of Deeds in Bislig City, Surigao del Sur”. He informed the Body that in addition to the approval of the same by the Secretary of Justice, he cited that the establishment of Registry of Deeds in Bislig City is guided by the requirements and the limitations of the law under Section 7 of PD No. 1529 and Section 4 of Executive No. 77 Series of 2012 and that the creation of new registry offices for provinces and cities are subject to DBM approval.
