Oso, Jr., National Secretary General, Provincial Board Members League of the Philippines (PBMLP), Quezon City, Manila dated July 17, 2023, addressed to all National Officers, Regional Officers, Provincial Representatives and Others Concerned, informing the Body that the PBMLP in collaboration with the Center for Local and Regional Governance of the University of the Philippines – National College of Public Administration and Governance (CLRG UP/NCPAG) will conduct the first phase of Short-Course Training Program on Provincial Public Policy and Legislation along the following topical areas customized for the Provincial Board Members, namely: 1. Application of Good Governance Principles to Legislative Work; 2. The Key Role of the Sanggunian in the Local Governance Finance; and 3. Towards a More Evidence-based Legislation. Further, it also heighten thematic discussion includes the 1. Understanding SGLG Parameters in Development Management Towards a Harmonized and Strategic Legislative Governance; and 2. Presentation of Best Practices on Local Legislation, particularly in the areas of Environement, Health and other Social Services. The said course-training under Core Modules will commence and coincide with the conduct of PBMLP 11th Visayas Island Conference on September 18-20, 2023 at the Bai Hotel Mandaue City, with the theme “Rejuvenating the Fundamentals of Good Governance Through Responsive and Innovative Legislative Performance”. for the Body’s information.

3. Letter Mrs. Maria Fe D. Jagna, CESO IV, Regional Director, Department of Budget and Management (DBM), Regional Office No. XIII, Butuan City dated July 14, 2023 addressed to the Honorable Members of the Sangguniang Panlalawigan, Province of Surigao del Sur through Hon. Alexander T. Pimentel, Provincial Governor, this Province, informing the August Body on their review of Appropriation Ordinance (AO) No. 42-23 approved on June 27, 2023 of the Provincial Government covering the FY 2023 Supplemental Budget No. 2 in the amount of P34,246.194.83, which reveals substantial compliance with the provisions of the Local Government Code of 1991 and its Implementing Rules and Regulation (IRR). The latter informed that the above-mentioned Budget was declared operative on its stated dated of effectivity, subject to the posting requirement under Section 59 of R.A. No. 7160. It was further informed that the review action does not authorized any item of appropriation that is specifically prohibited by or inconsistent with provisions of law and disbursement of appropriations herein authorized shall be subject to the availability of funds and all accounting and auditing rules and regulations, for the Body’s information, for the Body’s information.
