2. Appropriation Ordinance No. 03 dated April 29, 2016 of the Municipality of Barobo, this Province, entitled “Realigning Funds in the Amount of One Million Five Hundred Fifty Three Thousand Seven Hundred Eleven Pesos (PhP1,553,711.00) to Fund Identified Priority Programs of this Municipality.”

5. Letter of Eric T. Montesclaros, MD,MHA,CLS, Provincial Health Officer II, Provincial Health Office, this Province, dated May 16, 2016 addressed to the Honorable Board Members thru Hon. Mariano R. Atacador, MD., Chair, Committee on Health, relative to Ordinance No. 94 dated April 12, 2016 entitled “An Ordinance Institutionalizing Blood Donation or Blood-Letting Activity Through the Philippine Red Cross, Surigao del Sur Chapter to Ensure Sufficient Supply of Blood for the Needy Patients Throughout the Province of Surigao del Sur”, which their Office deemed imperative to provide the necessary inputs and thus effect amendments for further legislation of a Blood Donation Ordinance that is truly participatory and supportive of the implementation of the National Voluntary Blood Services Program for blood safety and adequacy, quality care and patient safety.

1. Letter of Ms. Julita A. Ragandang, CESO III, Regional Director, CARAGA Regional Office, Department of Agrarian Reform (DAR), Butuan City dated March 21, 2016 addressed to Mr. Ace R. Orcullo, Acting Secretary to the SP, this Province relative to SP Resolution No. 1150-15 supporting the petition of Caromata-Sagbayan-Mahayag Farmers Association (CASAMAFA), Inc., for final survey of private rights on the portion of Surigao del Sur State University (SDSSU) Lot 4780 in San Miguel, Surigao del Sur. She informed this Body that in as much as their office would like to take action on the matter, it is however constrained due to lack of jurisdiction on the issues finding the land covered under Proclamation No. 202, Series of 2002.

2. Letter of Mr. Nonito M. Tamayo, CESO IV, Regional Director, Department of Environment and Natural Resources (DENR), Regional Office No. 13 dated March 29, 2016 addressed to Hon. Manuel O. Alameda, Sr., Vice Governor, this Province relative to SP Resolution No. 2076-16, requesting DENR Secretary Ramon J.P. Paje to conduct a study on the root cause of the turbidity of Hinatuan River in the Municipality of Hinatuan, Surigao del Sur. He informed this Body that the subject matter was referred to his Office per Memorandum from Undersecretary Atty. Analiza Rebuelta-Teh dated March 3, 2016 which they received last March 14, 2016.In order to facilitate the said request, his office has referred the same to the Environmental Management Bureau-Region 13 for the conduct of the said study on the root cause of the turbidity of Hinatuan River of this Province. Likewise, EMB-R13 has been instructed to closely coordinate with this Office in the conduct of the said activity.

3. Letter of Atty. Analiza Rebuelta-Teh, Undersecretary, Chief of Staff, Department of Environment and Natural Resources (DENR), Diliman, Quezon City dated March 17, 2016 addressed to Ms. Monalisa Cañedo-Su, Secretary to the Sangguniang Panlalawigan, this Province acknowledging receipt of the copy of Resolution No. 2166-16 regarding the Provincial Council’s endorsement of the mining operations of North Dinagat Mineral Resources Corporation (NDMRC) at Brgy. Pantukan, Carrascal, Surigao del Sur. She informed that they have referred the matter to the Environmental Management Bureau (EMB), Mines and Geosciences Bureau (MGB), and DENR Region XIII (CARAGA) for appropriate action.

4. Letter of Hon. Rogelio L. Singson, Secretary, Department of Public Works and Highways (DPWH), Manila dated April 12, 2016 addressed to Hon. Manuel O. Alameda, Sr., Vice Governor, this Province relative to Resolution Nos. 2077-16 and 2078-16, both of this Province, requesting for the concreting of the road leading to Tourist Destinations in Laswitan, Barangay Madreliño, Cortes and Malinawa Cool Spring in Barangay Parang, Cantilan, both in Surigao del Sur. He informed that in the preparation of the Tourism Road Infrastructure Program (TRIP) for FY 2017 under the DOT-DPWH Convergence Program, the budget shall be solely devoted to the completion of on-going tourism road projects. That is, no new projects will be considered for the next fiscal year.He stressed that this is consistent with DBM’s New Two-Tier Budgeting System where the budget is first allocated to cover Forward Estimates.
