1. Appropriation Ordinance No. 20 dated May 9, 2023 of the Municipality of San Agustin, this Province entitled “An Ordinance Authorizing Supplemental Budget No. 01, S. 2023, Involving the Amount of P2,156,737.94 Covering the Priority Developmental Projects in the Local Government Unit of San Agustin and Appropriating Necessary Funds for the Purpose”.
2. Letter from RD Merne T. Peñaranda, Director IV, Regional Director, Commission on Audit, Regional Office No. XIII, Butuan City dated May 30, 2023 addressed to Hon. Alexander T. Pimentel, Provincial Governor, this Province, copy furnished the Honorable Sangguniang Panlalawigan a copy of the Report on the results of the audit of the accounts and operations of the Provincial Government of Surigao del Sur for the year ended December 31, 2022 as mandated in pursuance to Section 2, Article IX-D of the Philippine Constitution and Section 43 of Presidential Decree No. 1445, otherwise known as the Government Auditing Code of the Philippines. The said report contains results of the audit, which was conducted on a test basis, and was primarily aimed at ascertaining the propriety of financial transactions, the LGU’s compliance with prescribed rules and regulations and the fairness of the presentation of its financial statements with emphasis on economy, efficiency, and effectiveness of its operation. In addition, the result of the audit and the corresponding audit recommendations are summarized in the Executive Summary, including the status of implementation of the prior year’s unimplemented audit recommendations and the Independent Auditor’s Report. Anent to this, the latter requested the Provincial Government of Surigao del Sur that the recommendations be implemented and they would appreciate being informed of the actions taken thereon within 60 days from receipt thereof by accomplishing the Agency Action Plan and Status of Implementation, as required under Section 97 of the General Provisions of the General Appropriations Act of 2022 (Republic Act No. 11639), for the Body’s information and appropriate action.

3. Resolution No. 65 dated May 29, 2023 of the Municipality of Bayabas, this Province entitled “Resolution Adopting Supplemental Annual Investment Program (SAIP) No. 02, Series of 2023 Under MDC – Executive Committee Resolution No. 03, Series of 2023 Entitled ‘Resolution Approving and Endorsing to the Sangguniang Bayan the Augmentation of Funds for the Acquisition of One (1) Unit Garbage Truck and One (1) Unit Wheel-Type Excavator in the Total Amount of Two Million Five Hundred Thousand Pesos (P2,500,000.00)’, and Approving the Same for its Intended Purpose”.
4. Resolution No. 02 dated May 30, 2023 of the Provincial Development Council (PDC) of the Province of Surigao del Sur entitled “A Resolution Approving and Endorsing to the Honorable Members of the Sangguniang Panlalawigan of Surigao del Sur the Proposal to Add the Supplemental Amount of Thirty-Four Million Two Hundred Forty-Six Thousand One Hundred Ninety-Four and 83/100 (Php34,246,194.83) to the Annual Investment Program of the Provincial Government of Surigao del Sur for CY 2023”.

14. Letter of Appeal from Hon. Eddie C. Deloy, Barangay Captain, Barangay Coleto, City of Bislig, this Province, dated May 31, 2023 addressed to the Honorable Provincial Council, Province of Surigao del Sur, regarding their Resolution Nos. 39 and 40, Series of 2021 entitled “Resolution Authorizing the Reversion of Various Projects Amounting to Two Hundred Forty Thousand Pesos (P240,000.00)”, as follows: 1. Road Concreting of Purok 1; 2. Road Concreting of Purok 2; 3. Construction of Multi-purpose Hall Phase II of Purok 6; 4. De-clogging of Drainage Canal (Purok 1-6); and 5. Barangay Reforestation Activity. According to him there was a Program of Work and an authority from the City Mayor Florencio C. Garay to use the fund amounting to P240,000.00 last November 2021 and a Certification from the City Engineering Office of Bislig City, certifying that as per ocular inspection by the latter, works were covered under Program of Work, which was issued last December 1, 2021 at the City Engineer’s Office, Bislig City and it was approved by Engr. Sherwin T. Masancay, City Engineer. However, after the completion, it was found out that these projects did not passed through the City Councilor for an authority to divert the said funds as source of its appropriation resulting for his 30-day suspension from May 29, 2023 because accordingly the Barangay Captain is not authorized to divert funds. He accepted the fault and he was investigated by the Committee on Good Government, Public Ethics and Accountability. In relation to the matter, Hon. Deloy appealed to the August Body to reduce the number of days of his suspension for the reason that all the funds were utilized for the projects, for the Body’s information and appropriate action.
