20. Letter from Hon. Alexander T. Pimentel, Provincial Governor, this Province, dated April 18, 2023 addressed to the Honorable Members, Office of the Provincial Council thru Hon. Manuel O. Alameda, Sr., Vice Governor, all of this Province, requesting for the passage of a Sangguniang Panlalawigan Resolution authorizing the Provincial Governor to enter into and sign a Memorandum of Agreement (MOA), for and in behalf of the Provincial Government, with the National Grid Corporation of the Philippines (NGCP) represented by its Chief Executive Officer, Mr. Anthony L. Almeda, for the utilization of a parcel of land within the premises of the Provincial Capitol Complex adjacent to SURSECO II Tandag Substation in connection to the installation of 1x7.5 MVAR 69kV Capacitor Bank, for the Body’s information and appropriate action.

Ordinance No. 22 dated April 11, 2023 of the Municipality of San Miguel, this Province entitled “An Ordinance Amending the Approved Municipal Ordinance No. 36-2017, Entitled: Implementing the Drug-Free Workplace Program, Mandating the Conduct of Authorized Drug Testing by All Offices of the Local Government of San Miguel, Surigao del Sur, Including the Offices of its (18) Barangays, Providing Funds Therefor and Imposing Penalties for Any Violation Thereof; and it Shall Now Read as: Implementing the Community-Based Drugs Rehabilitation Program (CBDRP) for Moderate and High-Risk Person Who Used Drugs (PWUD) or General Intervention for Low Risk PWUD in the Municipality of San Miguel, Surigao del Sur”.

1. Memorandum from Mrs. Thelma T. Vecina, CESO IV, Local Government Academy, Department of the Interior and Local Government (DILG), Pasig City, Philippines dated April 18, 2022 addressed to All DILG Regional Directors, informing that the Local Government Academy (LGA) will be hosting a Webinar Executive Session (WES) entitled “Disaster Risk Reduction and Management (DRRM) and Climate Change Adaptation and Mitigation (CCAM) in the Public Sector” on May 03, 2023, 09:00 AM to 12:00PM activity under the Program for Newly-Elected Officials (NEO). The said WES aims to enhance the knowledge of elected officials in the different governance areas for they are inviting experts as Resource Speakers from the Office of the Civil Defense (OCD), Climate Change Commission (CCC) and the Food and Agriculture Organization (FAO) to discuss the said topic. In this regard, their Office respectfully invite all the Local Chiefs Executives (LCEs) and the Members of the Sanggunian (Provinces, Cities and Municipalities). She informed further that this WES is a first-come, first-served basis, thus, they are highly encourage to enter the online meeting room at least 30 minutes prior to the start of the session. However, other participants may still view the session via live stream on LGA’s official Facebook page, for the Body’s information.

2. Letter from Mrs. Maria Fe D. Jagna, CESO IV, Regional Director, Department of Budget and Management (DBM), Regional Office No. XIII, Butuan City dated April 20, 2023 addressed to the Honorable Members of the Sangguniang Panlalawigan, Province of Surigao del Sur through Hon. Alexander T. Pimentel, Provincial Governor, this Province, informing the August Body on their review of FY 2023 Supplemental Budget No. 1 of the Province of Surigao del Sur, involving an appropriation of P41,015,094.62 under Appropriation Ordinance (AO) No. 34-23 approved on March 29, 2023 of the Provincial Government, submitted in their Office for review on March 30, 2023, which reveals substantial compliance with the provisions of the Local Government Code of 1991 and its Implementing Rules and Regulation (IRR). The latter informed that the above-mentioned Budget was declared operative on its stated dated of effectivity, subject to the posting requirement under Section 59 of R.A. No. 7160. It was further informed that the review action does not authorized any item of appropriation that is specifically prohibited by or inconsistent with provisions of law and disbursement of appropriations herein authorized shall be subject to the availability of funds and all accounting and auditing rules and regulations, for the Body’s information.
