Lozarie, Branch Manager, Government Service Insurance System (GSIS), Tandag Extension Office, JTP Building, Capitol Road, Telaje, Tandag City dated March 06, 2023 addressed to the Office of the Provincial Council, this Province, acknowledging receipt of SP Resolution No. 472-22, series of 2022 relative to the request from the good Office of the Honorable Members of the Sangguniang Panlalawigan, this Province, to transfer the coverage GSIS Members of the Local Government Units and other entities of the 2nd District of Surigao del Sur from GSIS Butuan to GSIS Tandag Extension Office. The latter informed the Body that their Office is currently collating and evaluating data that serve as bases in making recommendation vis-à-vis to the request, for the Body’s information.

Letter from the Department of Budget and Management (DBM), Butuan City, acknowledging receipt of SP Resolution No. 632-23 of the Local Government Unit-Province of Surigao del Sur dated March 14, 2023 entitled “Adopting and Approving the 1st Supplemental Annual Investment Program for FY 2023”, for the Body’s information.

3. Letter of Ms. Maritess M. Ocampo, OIC, ARD for Technical Services, In-Charge, Office of the Regional Executive Director, Department of Environmental and Natural Resources (DENR), CARAGA Region, Butuan City dated March 21, 2023 addressed to Mrs. Carmelita S. Zafra, Local Legislative Staff Officer V, Acting Secretary to the Sangguniang Panlalawigan, Office of the Provincial Council, this Province, acknowledging receipt of Resolution No. 261, series of 2022, duly adopted by the Sangguniang Bayan of San Miguel, this Province dated September 5, 2022, requesting the President Ferdinand “Bong-bong” Romualdez Marcos to exclude the Surigao Development Corporation (SUDECOR) from Executive Order No. 23-2011, which was declared under a moratorium on the cutting/harvesting of timber in the natural and residual forest. The latter informed the Body that their Office continued its intensified anti-illegal logging operation in the region as mandated under E.O. No. 23. As for the Province of Surigao del Sur, there were 183 incidences of apprehensions reported as of December 2022, lesser than the reported incidences in CY 2021 with 191 apprehensions. On the other hand, regarding the status of SUDECOR, she relayed to the Body that the DENR Secretary issued a Termination Order to the IFMA No. 06-2009 of SUDECOR on January 28, 2022 because SUDECOR has already reached the 50-year constitutional limit in the development and utilization of natural resources allowed by the Government pursuat to Section 2, Article XII of the 1987 Philippine Constitution since SUDECOR has been occupying the area for a period of sixty-two (62) years. Hence, the previous area of SUDECOR is now open for the application for forestry purposes and/or under the National Greening Program (NGP). However, the SUDECOR filed an appeal alleging that not all areas in their concession have reached the 50-year limit as provided in the Constitution. Once their appeal is disapproved, the SUDECOR may still submit a plan for the utilization of planted trees reaching harvestable age pursuant to Section 7, item 7.3 of DENR Administrative Order No. 2020-09 dated June 05, 2020, or the “Guidelines on the Management of Cancelled or Terminated, Expiring and Expired Tenurial Instruments”. She informed the Body that at the moment, the request of the Sangguniang Bayan of San Miguel, Surigao del Sur cannot be given due consideration in view of the above-mentioned circumstances, for the Body’s information and appropriate action.
