Pimentel, Provincial Governor, copy furnished the Tanggapan ng Sangguniang Panlalawigan, this Province, Re: DILG Memorandum Circular No. 2022 – 123 with Subject: Guidelines for the Appointment of Civil Society Organization Representatives to the Peace and Order Council and Approval of Request for Security Clearance, for the Body’ information and appropriate action.

Ordinance No. 05 dated January 25, 2023 of the Municipality of Cortes, this Province entitled “An Ordinance Extending the Deadline for Payment of Business Permits and Licenses of the Municipality of Cortes, Surigao del Sur from January 20, 2023 to February 28, 2023, Due to Occurrence of Typhoon Odette, Threat of CORONA Virus Disease (COVID - 19) Pandemic and the Bad Weather Conditions Recently”.

3. Letter from Hon. Alexander T. Pimentel, Provincial Governor, this Province, dated January 30, 2023 addressed to the Honorable Members, Office of the Provincial Council thru Hon. Manuel O. Alameda, Sr., Vice Governor, all of this Province, requesting for the passage of a Sangguniang Panlalawigan Resolution supporting and strengthening Memorandum Circular No. 145, Series of 2022 of the National Irrigation Administration (NIA) and Section 79 of RA 7942 or the Philippine Mining Act of 1995, which aims to protect the existing NIA Dams and Structure from illegal and excessive extraction of sand and gravel and other quarry activities. Attached is the letter of Ms. Adeline H. Manlunas, Acting Division Manager of the Surigao del Sur Irrigation Management Office, NIA, for the Body’s information and appropriate action.
4. Resolution 86 dated January 24, 2023 of the Municipality of Carmen, this Province entitled “A Resolution Adopting the Municipal Development Council (MDC) Resolution No. 06, Series of 2022, Otherwise Known as Indorsing Favorably to the Honorable Members of the Sangguniang Bayan of this Municipality of Carmen, Surigao del Sur the Herein Carmen Sustainable Agro-Forestry and Agro-Industrial Development Program (CaSAAD Program) for Adoption and Approval”.

5. Ordinance 01 dated January 24, 2023 of the Municipality of Carmen, this Province entitled “An Ordinance Extending the Deadline of Business-One-Stop-Shop (BOSS) in the Local Government Unit of Carmen, Surigao del Sur”.

Resolution 279 dated November 08, 2022 of the Municipality of Barobo, this Province entitled “Resolution Approving the Municipal Disaster Risk Reduction and Management (MDRRM) Program for CY 2023 Which was Endorsed Through MDC Resolution No. 07, Series of 2022 Entitled ‘Approving and Adopting the Municipality’s CY 2023 Municipal Disaster Risk Reduction and Management Program (MDRRMP) and Incorporating the Plan Into the Annual Investment Program (AIP) of the Municipality for CY 2023 in the Amount of Fourteen Million Five Hundred Seventy-Two Thousand Pesos (Php14,572,000.00)’”.

7. 1st Indorsement of Hon. Manuel O. Alameda, Sr., Vice Governor, this Province dated February 2, 2023, forwarding to Mr. Edgar G. Perez II, J.D., Secretary to the Sangguniang Panlalawigan, the basic communication dated February 2, 2023 from Hon. Alexander T. Pimentel, Provincial Governor, this Province, requesting for the passage and enactment of an Ordinance for the retitling of the parenthetical title of Administrative Aide III (Clerk I), SG 3, Item No. 10 in Lianga District Hospital to Administrative Aide III (Utility Worker II). The Provincial Governor informed the Body that the position still exist in the Administrative Division of the said hospital where janitorial and other manual jobs are the most needed at the moment, for the Body’s information and appropriate action.

8. Ordinance 2 dated January 31, 2023 of the Municipality of Lanuza, this Province entitled “An Act of Encouraging to Render Every Month at Least Thirty (30) Minutes to One (1) Hour of Bible Hour in the Municipality of Lanuza and Requiring All Educational Institutions, Thus All Government Offices and Places of Work to Conduct a Prayer and Bible Reading”.

9. Letter from Mr. John Monro G. Lominoque, D’Next Play Cru Team Leader, Tandag City, Surigao del Sur dated February 2, 2023 addressed to Hon. Manuel O. Alameda, Sr. and to the Members of the 20th Sangguniang Panlalawigan, all of this Province thru Mr. Edgar G. Perez II, J.D., Secretary to the Sangguniang Panlalawigan, this Province, requesting for financial support to their Hip-Hop Dance Group which will be competing at UDO Asia Pacific Dance Championship 2023 at Chonburi, Thailand on April 6 – 9, 2023. The said group will be bringing the name of the Province of Surigao del Sur as well as the Philippines, for the Body’s information and appropriate action.

10. Letter from Mr. Esmeraldo S. Raymundo, Provincial Administrator, for and in behalf of Alexander T. Pimentel, Provincial Governor, this Province dated February 3, 2023, addressed to the Honorable Members, Office of the Provincial Council thru Hon. Manuel O. Alameda, Sr., Vice Governor, all of this Province, requesting for the passage of a Sangguniang Panlalawigan Resolution approving the participation of the Province of Surigao del Sur in the application for Qualification and Selection as Pilot LGU under the Local Government Reform Project (LGRP); and authorizing the Provincial Governor to sign, execute and implement a Memorandum of Agreement (MOA) with the Bureau of Local Government Finance (BLGF) for the purpose. Attached is a copy of the letter of Ms. Ma. Pamela P. Quizon, OIC – Executive Director, BLGF, Department of Finance, Manila, Philippines and the sample Resolution, for the Body’s information and appropriate action.

Perez II, J.D., Secretary to the Sangguniang Panlalawigan, the basic communication dated January 27, 2023 from Mr. Pedrito P. Alacaba, CESO V, Provincial Director, Department of the Interior and Local Government (DILG), Surigao del Sur Provincial Office, this Province, the DILG Memorandum Circular No. 2023-014 dated January 25, 2023 entitled “31st National Convention and Election of National Officers of the Provincial Board Members League of the Philippines (PBMLP). The said activity will be held at the Manila Hotel, 1 Rizal Park, Ermita, Manila on February 27 – March 31, 2023”, for the Body’s information and reference.

Jetaime “Mai” Okinlay, Interim National President, Councilor, Impasugong, Bukidnon, National Movement of Young Legislators (NMYL), pertaining to the Invitation to the 25th NMYL National Convention and Election of the National Committee at Iloilo Convention Center, Megaworld Boulevard, Mandurriao, Iloilo City, which will be held on February 22 – 24, 2023. Attached is the invitation to NMYL Members and DILG Memorandum Circular No. 2023-013 dated January 18, 2023, which refers to the same event, for the Body’s information and appropriate action.

Cynthia Y. Manrique, VP and Head, Revenue and Regulatory Affairs, National Grid Corporation of the Philippines (NGCP) addressed to Mr. Roel E. Abad, General Manager, Surigao del Sur II Electric Cooperative, Inc. (SURSECO II) and Mr. Joceler M. Moralda, General Manager, Surigao del Sur I Electric Cooperative, Inc. Perez II, J.D., Secretary to the Sangguniang Panlalawigan, this Province, a copy of the basic communication dated January 31, 2023 from Mr. Mario P. Cuñado, Regional Director, Department of Information and Communications Technology (DICT), informing the Body that the DICT – CARAGA Region through their Government Hosting Services Regional Team in partnership with the Province of Surigao del Sur – Committee on Information and Communications Technology, chaired by Hon. Anthony Joseph P.
