Ordinance No. 2023-01 dated January 10, 2023 of the Municipality of Lingig, this Province entitled “An Ordinance Confirming and Ratifying the Approved Loan Facility of the Municipal Government of Lingig, Surigao del Sur with Landbank of the Philippines for the Construction/Upgrading of Various Infrastructures Which Will be Implemented Via Multiple Projects in the Amount of One Hundred Thirty Five Million Pesos (P135,000,000.00) Only and the Acquisition of Various Heavy Equipment in the Amount of One Hundred Five Million Pesos (P105,000,000.00) Only”.
4. Appropriation Ordinance No. 01 dated January 03, 2023 of the Municipality of Barobo, this Province entitled “An Ordinance Appropriating the Sum of Three Million One Hundred Eighty-Seven Thousand Pesos (P3,187,000.00) for the Grant of Service Recognition Incentive (SRI) to Regular Employees and Elective Officials; One-Time Grant of Rice Assistance to Elective Officials, Regular, Job Order Employees Including Those Under Contract of Services; and Other Personnel Benefits, Chargeable to Accumulated Surplus from the Personal Services (PS) for Fiscal Year 2022”.
5. Appropriation Ordinance No. 07 dated December 14, 2022 of the Municipality of Marihatag, this Province entitled “An Ordinance Authorizing the General Fund Annual Budget and Operation of Economic Enterprise of the Municipality of Marihatag for Fiscal Year 2023 in the Total Amount of One Hundred Eighty Seven Million Five Hundred Sixty Six Thousand and Eight Hundred Fifty Four Pesos Only (P187,566,854.00) Covering the Various Expenditures of the Operation of the Municipal Government for Fiscal Year 2023 and Appropriating Funds for the Purpose”.
6. Letter Mrs. Maria Fe D. Jagna, CESO IV, Regional Director, Department of Budget and Management (DBM), Regional Office No. XIII, Butuan City dated January 19, 2023 addressed to Hon. Gines Ricky J. Sayawan, Sr., Member, Sangguniang Panlalawigan/Chairman, Committee on Finance and Appropriation, Province of Surigao del Sur, seeking feedback by accomplishing the Local Government Unit (LGU) Budget Survey Questionnaire covering their review on the Budget details on FY 2023 Annual Budget of the Province of Surigao del Sur and the Appropriation Ordinance No. 27-22 dated December 6, 2022. The latter informed the Body that their questionnaire will serve as an instrument in measuring client satisfaction in their review and she hoped to receive the accomplished feedback form within five (5) days from receipt. Attached is the Review Letter dated January 19, 2023 of the Province’s Budget, for the Body’s information, easy reference and appropriate action.

7. 1st Indorsement of Mr. Joel P. Avila, Local Legislative Staff Officer V, for and in behalf of Hon. Manuel O. Alameda, Sr., Vice Governor, this Province dated January 20, 2023, forwarding to Mr. Edgar G. Perez II, J.D., Secretary to the Sangguniang Panlalawigan, the basic communication dated January 19, 2023 from Hon. Generoso L. Naraiso, Municipal Vice Mayor of Tagbina, Surigao del Sur with the two Members of Sangguniang Bayan, namely: Hon. Virgilio P. Balili and Hon. Geraldine Polizon Kubota, filing An Appeal to the August Body with supporting documents for the desired prayer to reinstate the Budget of the Municipality of Tagbina as proposed. Attached is the copy of Appeal, for the Body’s information and appropriate action.

8. Letter from Mr. Esmeraldo S. Raymundo, Provincial Administrator, for and in behalf of Hon. Alexander T. Pimentel, Provincial Governor, this Province, dated January 16, 2023 addressed to the Honorable Members, Office of the Provincial Council thru Hon. Manuel O. Alameda, Sr., Vice Governor, all of this Province, submitting to the Office of the Provincial Council, this Province the comprehensive output of the Executive – Legislative Agenda for 2023 – 2025 that comprises with the Local and Development Investment Program (LDIP), and Capacity Development (CApDev). The latter informed the Body that the term-based documents followed the suggested content and format of the Department of the Interior and Local Government (DILG). Hence, the Honorable Provincial Governor requested the Body for the passage of the Sangguniang Panlalawigan Resolution adopting and endorsing the Executive – Legislative Agenda (ELA) 2023 – 2025 of the Province of Surigao del Sur, for the Body’s information and appropriate action.
9. Resolution No. 173 dated August 09, 2022 of the Municipality of Barobo, this Province entitled “Resolution Approving the Supplemental Annual Investment Program (AIP) No. 5, Series of 2022 as Endorsed by the Municipal Development Council (MDC) Through their MDC Resolution No. 5, S. 2022 Entitled: ‘Resolution Approving the Financial Assistance Amounting to Three Million Five Hundred Eighty-Two Thousand Eight Hundred Sixty-Three Pesos (Php3,582,863.00) from the Department of the Interior and Local Government (DILG) for the Rehabilitation and Recovery of Damaged Infrastructure at Barangay Javier and Guinhalinan, Barobo, Surigao del Sur During Typhoon Odette’”.

Ordinance No. 03-2022 dated November 21, 2022 of the Municipality of Cantilan, this Province entitled “An Ordinance Prescribing the New Senior Citizens Identification Cards to be Issued by the Office for Senior Citizens Affairs of Municipality of Cantilan (OSCA) to Resident Senior Citizens of Cantilan Starting Year 2023 and Providing for the Guidelines on its Issuance and Replacement of Old Senior Citizen I.D. Cards”.

Ordinance No. BP-01 dated January 17, 2023 of the Municipality of Tago, this Province entitled “An Ordinance Creating the Municipal Tourism and Development Office (MTDO) of the Local Government Unit of Tago, Surigao del Sur with its Own Standard Organizational Structure, Staffing Pattern, Mandate and Functions, and Subsequently Creating the Position of Municipal Government Department Head I (Municipal Tourism Officer) SG-24”.
12. Ordinance No. BP-02 dated January 17, 2023 of the Municipality of Tago, this Province entitled “An Ordinance Establishing the Municipal Disaster Risk Reduction Management Office (MDRRMO) as a Department in the Local Government Unit of Tago, Surigao del Sur, with its Own Standard Organizational Structure, Staffing Pattern, Mandate and Functions, and Subsequently Creating the Position of Municipal Government Department Head I (Local Disaster Risk Reduction Management Officer) SG-24”.

Ordinance No. BP-03 dated January 17, 2023 of the Municipality of Tago, this Province entitled “An Ordinance Creating the Position of Administrative Officer V (Management and Audit Analyst III), Salary Grade (SG) 18 in the Municipal Accounting Office of the Local Government Unit of Tago, Surigao del Sur”.

Ordinance No. BP-04 dated January 17, 2023 of the Municipality of Tago, this Province entitled “An Ordinance Creating the Position of Administrative Aide I, Salary Grade (SG) 1 in the Municipal Economic Enterprise and Development Management Office (MEEDMO) of the Local Government Unit of Tago, Surigao del Sur”.
15. Ordinance No. BP-05 dated January 17, 2023 of the Municipality of Tago, this Province entitled “An Ordinance Reclassifying Two (2) Nurse I Plantilla Positions to Nurse II with Salary Grade, from 15 to 16 Consistent with the Modification of Nurse Positions as Provided for in the Department of Budget and Management Circular (BC) No. 2021-2”.
16. Ordinance No. 12 dated October 11, 2022 of the Municipality of Barobo, this Province entitled “Ordinance Creating the Positions of Pharmacist II, with Salary Grade of 15, and Nursing Attendant I, with Salary Grade 4 Under the Municipal Health Office, this Local Government Unit”.
17. Ordinance No. 03 dated January 16, 2023 of the Municipality of San Miguel, this Province entitled “An Ordinance Rectifying the Approved Municipal Ordinance No. 25-2022, (Entitled: An Ordinance Creating the Position Title of Municipal Government Assistant Department Head (Assistant Municipal Health Officer), SG-22, Under the Municipal Health Office and Appropriating Funds Therefor), and it Shall Now Read as: An Ordinance Creating the Position Title of Municipal Government Assistant Department Head I (Assistant Municipal Health Officer), SG-22, Under the Municipal Health Office and Appropriating Funds Therefor”.
18. Ordinance No. 01 dated January 9, 2023 of the Municipality of Carrascal, this Province entitled “An Ordinance Creating the Position of Administrative Aide IV (Driver II) Salary Grade 4 Under the Office of the Municipal Engineer, Carrascal, Surigao del Sur and Providing Funds Thereof”.
19. Ordinance No. 02 dated January 9, 2023 of the Municipality of Carrascal, this Province entitled “An Ordinance Creating the Position of Administrative Aide I (Utility Worker I) Salary Grade 1 Under the Office of the Carrascal Primary Health Care Facility, Carrascal, Surigao del Sur and Providing Funds Thereof”.

Resolution No. PP-008 dated January 10, 2023 of the Municipality of Tago, this Province entitled “Resolution Reiterating Resolution No. PP-076 Dated October 18, 2022, Thereby Earnestly Requesting the Sangguniang Panlalawigan to Expedite the Settlement of the Impending Issue on Boundary Dispute Between the Municipality of Tago and City of Tandag”.

Alameda, Sr., Vice Governor, all of this Province, requesting for the passage of a Sangguniang Panlalawigan Resolution authorizing the Provincial Governor to enter into and sign a Memorandum of Agreement (MOA), for and in behalf of the Provincial Government, with the Department of Tourim (DOT) – Regional Office XIII, represented by Ms. Ivonnie B. Dumadag, CESE, Regional Director and the Philippine National Police (PNP) – Regional Office 13, represented by PBGen Pablo G. Bantugan, MPA, District Engineer, Surigao del Sur 1st District Engineering Office, Tandag City, this Province, the letter response to the Provincial Board Resolution No. 420-22 dated November 29, 2022 entitled “Earnestly Requesting the Department of Public Works and Highways (DPWH), 1st Engineering District Office to Conduct a Thorough Study on the Feasibility and Safety of Lanuza Bypass Road with Due Consideration on the Capacity of the Vehicle, Laden or not Laden, that Passes Said Road in Relation to Ordinance No. 14 of the Municipality of Lanuza”.
