41. Ordinance No. 2022-12 dated December 6, 2022 of the City of Bislig, this Province entitled “An Ordinance Creating Permanent Positions of Records Officer III, Registration Officer III and Book Binder II Under the Office of the City Civil Registrar, Subject to Civil Service Commission (CSC) Rules and Regulations”.

42. Letter from Hon. Alexander T. Pimentel, Provicial Governor, this Province, dated January 5, 2023 addressed to the Honorable Members, Office of the Provincial Council thru Hon. Manuel O. Alameda, Sr., Vice Governor, all of this Province, requesting for the enactment and passage of an Ordinance for the retitling of the parenthetical title of PFARO’s Provincial Government Department Head from Provincial Fisheries and Aquatic Resources Officer to Provincial Aquaculturist, a position compliant with DBM BC 137 dated July 31, 2021 otherwise known as “the Index of Occupational Services for LGUs”. This is also in keeping with RA 11398 or “the Philippine Fisheries Profession Act” mandating, among others, the qualifications standard for the position to be updated which would require the appropriate professional license as an eligibility, for the Body’s information and appropriate action.

Pimentel, Provincial Governor, this Province, informing the August Body on their review of Appropriation Ordinance (AO) No. 20-22 approved on November 16, 2022 of the Provincial Government covering the CY 2022 Supplemental Budget No. 3 for General Fund (GF) in the amount of P61,682,530.54, submitted in their Office for review on November 21, 2022, which reveals substantial compliance with the provisions of the Local Government Code of 1991 and its Implementing Rules and Regulation (IRR). The latter advised that the Provincial Government of Surigao del Sur, however, through its Sanggunian Secretary of the Province is enjoined to strictly observe Section 56 in relation to Section 236 of RA 7160 and emphasized under page 146 (Item 3.10) of BOM for LGUs, 2008 Edition since the budget submitted by the Sanggunian Secretary for review was past the prescribed three (3)-day period after its approval. Notwithstanding the above AO No. 20-22 , she informed the Body that the same was declared operative in its entirely effective on the date fixed therein, subject to the posting requirement under Section 59 of R.A. No. 7160. It was further informed that the review action does not authorized any item of appropriation that is specifically prohibited by or inconsistent with provisions of law, for the Body’s information.
