2. Appropriation Ordinance No. 06 dated November 15, 2022 of the Municipality of Lanuza, this Province entitled “An Ordinance Authorizing Supplemental Budget No. 5, Series of 2022 Involving an Amount of Three Million Twenty Five Thousand Pesos (PhP3,025,000.00) Only Covering the Various Expenditures for the Operation of the General Fund of the Local Government Unit and Appropriating the Necessary Funds for the Purpose”.

Ordinance No. 06 dated November 9, 2022 of the Municipality of Marihatag, this Province entitled “An Ordinance Authorizing the Borrowing of the Municipality of Marihatag in the Amount of One Hundred Million Pesos (P100,000,000.00) to Fund the Construction of Level III Water System, One (1) Unit Brand New Backhoe, Two (2) Units Brand New 6 Wheeler Dump Truck, One (1) Unit Brand New Mini Dump Truck and One (1) Unit Brand New 10 Wheeler Self-Loading Truck”.

5. Resolution No. 231-2022 dated November 21, 2022 of the Municipality of Madrid, this Province entitled “A Resolution Approving the Fourth (4th ) Supplemental Annual Investment Plan (SAIP) for Calendar Year 2022 of the Municipality of Madrid, Surigao del Sur Per Municipal Development Council (MDC)-Executive Committee Resolution No. 08-2022”.

6. Resolution No. 1122-95 dated November 15, 2022 of the Municipality of San Agustin, this Province entitled “A Resolution Adopting and Approving MDC Res. No. 10-2022, Dated November 8, 2022, Re: The Supplemental Annual Investment Plan (AIP) No. 4 of CY 2022 of the Municipality of San Agustin Amounting to P16,009,524.99”.

7. Resolution No. 72 dated October 25, 2022 of the Municipality of Lingig, this Province entitled “A Resolution Adopting the Annual Investment Program of the Municipality of Lingig, Surigao del Sur for Calendar Year 2023”.

8. Resolution No. 125 dated November 23, 2022 of the Municipality of Marihatag, this Province entitled “A Resolution Approving Municipal Development Council (MDC) Resolution No. 05, Series of 2022, Entitled: A Resolution Recommending Approval for the Fiscal Year 2022 Supplemental Annual Investment Program (AIP) No. 3 of Marihatag, Surigao del Sur”.

9. Letter of Mr. Ace R. Orcullo, Provincial HRM Officer, Provincial Human Resource Management Office, dated November 21, 2022 addressed to Hon. Manuel O. Alameda, Sr., Vice Governor thru Mr. Edgar G. Perez II, J.D., Secretary to the Sangguniang Panlalawigan, all of this province,  requesting for the rectification of the position title of Supervising Administrative Officer, SG 22 to Supervising Agriculturist, SG 22 in the Provincial Veterinary Office (PVET). It was informed that the newly created position of Supervising Administrative Officer, SG 22 under Ordinance No. 12-22 dated September 6, 2022 was erroneously requested. The intention of the Office is to create the position of Supervising Agriculturist, instead of what has been previously requested.  With that circumstance, the latter then requested that a correction be made upon the same Ordinance without passing a new one, for the Body’s information and appropriate action.

10. Ordinance No. 09 dated November 15, 2022 of the Municipality of San Agustin, this Province entitled “Rectifying Municipal Ordinance No. 01, S. 2022 of the Municipality of San Agustin Specifically Section 8: Qualification Standard of the Positions Under the Organizational Structure of the Municipal Population Office”.

11. Letter of Hon. Manuel O. Alameda, Sr., Vice Governor, Presiding Officer, 20th Sangguniang Panlalawigan dated November 21, 2022 addressed to the Honorable Members of the Sangguniang Panlalawigan thru Hon. Antonio C. Azarcon, Chairman, Committee on Good Government, Public Ethics and Accountability, all of this Province pertaining to the enacted Provincial Ordinance No. 18-22 dated October 4, 2022 entitled “Creating the Permanent Positions of One (1) Local Legislative Staff Officer IV, Salary Grade 19-1 with an Annual Salary of Eight Hundred Twenty Five Thousand Three Hundred Nine Pesos (P825,309.00), One (1) Local Legislative Staff Employee II, Salary Grade 4-1, with an Annual Salary of Two Hundred Seventy Seven Thousand Nine Hundred Forty One Pesos (P277,941.00) and Two (2) Administrative Aide I, Salary Grade 1-1 with an Annual Salary of Four Hundred Seventy Eight Thousand Eighty Six Pesos (P478,086.00) in the Vice Governor’s Office, this Province”. He informed the Body that the position of Adminstrative Aide I, it being a generic position, lacks the parenthetical title which is ground for disapproval/invalidation of appointment as stipulated in 2017 Omnibus Rules on Appointments and Other Human Resource Actions. In view of the forgoing, the latter proposed in his letter to amend the said Ordinance by adding “Utility Worker I” as parenthetical title to Administrative Aide I. He further  proposed to the Body that in the amendment of the aforesaid Ordinance, the parenthetical title shall be added/included whenever the Administrative Aide I is mentioned, in the title or in the provisions of the Ordinance, for the Body’s information and appropriate action.

12. Ist Indorsement of Hon. Manuel O. Alameda, Sr., Vice Governor, this Province, dated November 21, 2022, forwarding to Mr. Edgar G. Perez II, J.D., Secretary to the Sangguniang Panlalawigan, this Province, a copy of the letter of SJO4 Isidro T. Logronio, Jr., OIC District Jail Warden, Bureau of Jail Management and Penology (BJMP), Lianga, this Province, informing the Body regarding in the request re: Donation of the Portion of Lot 24, PLS-44 (swamp), containing an area of 5700 sq. m., situated at Barangay Poblacion, Lianga, Surigao del Sur, adjacent to the BJMP-Lianga Office”, has already been sent to the Provincial Governor’s Office. As such they are soliciting for the Body’s support on the donation, for the Body’s information and appropriate action.

13. Ordinance No. 10 dated November 2, 2022 of the Municipality of Bayabas, this Province entitled “An Ordinance Adopting the Official Corporate Seal of the Municipality of Bayabas, Surigao del Sur, Prescribing its Use and Imposing Penalties for Unofficial or Unauthorized Use Thereof”.

14. Ordinance No. 04 dated October 24, 2022 of the Municipality of Bayabas, this Province entitled “An Ordinance Establishing the Bayabas Waterworks System (BWS) and Declaring the Same as One of the Economic Enterprises of the Municipality of Bayabas, Surigao del Sur, and Providing Funds and Guidelines for the Operations Thereof”.

15. Ordinance No. 12 dated November 2, 2022 of the Municipality of Bayabas, this Province entitled “Ordinance Providing the Rules and Regulations Governing the Business of Retailing Liquid Petroleum Products (LPP) in the Municipality of Bayabas, Surigao del Sur, Pursuant to PD 1865 and Its Implementing Rules and Regulations, RA 8479 and DOE Department Circular No. 2003-11-010”.

16. Ordinance No. 03 dated November 16, 2022 of the Municipality of Cortes, this Province entitled “An Ordinance Strengthening and Institutionalizing the Adoption and Implementation of the “Bantay African Swine Fever (ASF) sa Barangay” in the Municipality of Cortes, Surigao del Sur”.

17. Ordinance No. 05 dated November 2, 2022 of the Municipality of Bayabas, this Province entitled “An Ordinance Strengthening and Institutionalizing ASF Task Force and “Bantay ASF sa Barangay” Program of the Municipality of Bayabas, Surigao del Sur and Prescribing Penalties for Violation Therefor and for Other Purposes”.

18. Ordinance No. 11 dated November 2, 2022 of the Municipality of Bayabas, this Province entitled “An Ordinance Providing the Guidelines for the Registration of Fishing Vessel Three (3) Gross Tonnage and Below in the Municipality of Bayabas, Surigao del Sur”.

20. Ordinance No. 07 dated November 2, 2022 of the Municipality of Bayabas, this Province entitled “An Ordinance Amending Municipal Ordinance No. 12, Series of 2020, Otherwise Known as Establishing a Sewage Treatment and Septage Management Ordinance in the Municipality of Bayabas, Surigao del Sur, Prescribing Penalties for Violations Thereof and for Other Purposes, by Providing Relevant Addendum Thereof to Sustain ZOD Status of the Municipality”.

21. Ordinance No. 09 dated November 2, 2022 of the Municipality of Bayabas, this Province entitled “An Ordinance Regulating Distribution of Snacks or Meal During Burials in All Cemeteries Within the Municipality of Bayabas, Surigao del Sur, Except in Areas Designated for the Purpose of Food Distribution”.

Ordinance No. 08 dated November 2, 2022 of the Municipality of Bayabas, this Province entitled “An Ordinance Regulating the Use of Plastic Bottled or Plastic Pouched Drinks in All Activities Sponsored or Initiated by the National Government Agencies and Local Government Offices Within the Municipality of Bayabas, Surigao del Sur”.

Ordinance No. 13 dated November 2, 2022 of the Municipality of Bayabas, this Province entitled “An Ordinance Providing for the Provisional Fare Rates for Tricycle and Motorcycle-Taxi Operating Within the Territorial Jurisdiction of the Municipality of Bayabas, Surigao del Sur and Providing Penalties for Violations Thereof”.

24. Letter of Mr. Jormee T. Maceda, President, Barangay Pocto Peoples Association, Brgy. Pocto, Hinatuan, Surigao del Sur, addressed to Hon. Manuel O. Alameda, Sr., Vice Governor, this Province, dated September 10, 2022, informing the Body that Pocto Peoples Association of Pocto, Hinatuan, Surigao del Sur, would like to seek for accreditation by the Sangguniang Panlalawigan, for the Body’s information and appropriate action.

1. Letter of Ms. Lourdes Louella E. Escandor, MPP, Secretary to the Sangguniang Panlungsod, City of Tandag, this Province, dated November 24, 2022 addressed to Mr. Edgar G. Perez II, J.D., Secretary to the Sangguniang Panlalawigan, all of this province, pertaining to SP Resolution No. 264-22, enjoining all LGUs in the province to have a Licensed Veterinarian. The latter informed the Body that the LGU of Tandag City has created the Office of the City Veterinarian in 2007 and as such the veterinary needs of the City were taken cared of  by the Office of the City Veterinary (OCV), with a Licensed Veterinarian heading the Office in compliance with SP Resolution No. 264-22, enjoining all LGUs in the province to have a License Veterinarian, for the Body’s information.

2. Ist Endorsement of Mr. Pedrito P. Alacaba, CESO V, Provincial Director, Department of the Interior and Local Government (DILG), Regional Office XIII, Surigao del Sur Provincial Office, dated November 23, 2022, forwarding a copy of the letter of Dir. Lilibeth A. Famacion, CESO III, DILG,  Region XIII (CARAGA). Purok 1-A, Brgy. Doongan, Butuan City,  addressed to Hon. Alexander T. Pimentel, Provincial Governor, this province, dated November 22, 2022,copy furnished this office,  inviting the PHRMO, PPDO and TSP of the Province of Surigao del Sur  re: Invitation to the Kakadayawan Hong CARAGA: 2022 CapDev Expo on November 28, 2022 at Watergate Boutique Hotel, Butuan City, for the Body’s information and guindance.

3. Ist Endorsement of Mr. Pedrito P. Alacaba, CESO V, Provincial Director, Department of the Interior and Local Government (DILG), Regional Office XIII, Surigao del Sur Provincial Office, dated November 23, 2022, indorsing a copy of the letter from Atty. Benjamin B. Abalos, Jr., Secretary, Department of the Interior and Local Government (DILG), dated November 15, 2022, addressed to Hon. Alexander T. Pimentel, Provincial Governor, this Province, copy furnish this office,  regarding the latter's proposed travel to Singapore from November 23 to 25, 2022 while on a leave of absence for personal reasons. He informed the Honorable Governor that the said request was approved, for the Body’s information.

4. Letter of Hon. Edgar T. Andanar, Vice President for Mindanao, Provincial Board Members League of the Philippines (PBMLP), Surigao del Norte dated November 21, 2022 addressed to all Sangguniang Panlalawigan Members, this Province, informing the Body that the Provincial Board Members League of the Philippines (PBMLP)-CARAGA Region will have its Regional Assessment and Team Building on December 8-10, 2022 at Almont Inland Hotel, Butuan City. The aim of this 3-day activity is to conduct an assessment on the PBMLP-Caraga’s programs, projects and activities for the year 2022 for the basis for the planning for the year 2023 and to strengthen the bond between and among the Members of the League, especially this coming Christmas season after experiencing a tumultuous COVID-19 Pandemic. Further, the latter informed the Body that there is a registration fee in the amount of Seventeen Thousand Pesos (P17,000.00) to be collected from their end chargeable against the funds of the concerned LGU to cover the cost of food and accommodation, as authorized under DILG Memorandum Circular No. 99-177, for the Body’s information and guidance.

        The 23rd Regular Session of the 20th Sangguniang Panlalawigan, this Province will be held on December 6, 2022 at 9:00 o’clock in the morning and the Committee Meeting of the Committee on Transportation, Traffic, Ports and Terminal will be at 1:00 o’clock this afternoon (November 29, 2022) at the Sangguniang Panlalawigan Session Hall, Legislative Building, Capitol Hills, Telaje,  Tandag City, this Province.
