1. Appropriation Ordinance No. 03 dated October 19, 2022 of the Municipality of Carmen, this Province entitled “An Ordinance Amending Section 3 of Appropriation  Ordinance No. 02 Dated August 30, 2022 Otherwise Known as General Fund Supplemental Budget No. 02 CY 2022 of the Municipality of Carmen, Surigao del Sur”.

2. Appropriation Ordinance No. 07 dated October 3, 2022 of the Municipality of Tagbina, this Province entitled “An Ordinance Authorizing Supplemental Budget No. 2, Series of 2022 of the Municipal Government Taken from the Unutilized Programs, Projects and Activities (PPAs) Under the 20% Local Developent Fund (LDF) CY 2017-2022 Amounting to Twenty Eight Million Six Hundred Seventy Thousand One Hundred Thirty Seven Pesos and Twenty Six Centavos (PhP 28,670,137.26); Gender and Development (GAD) Fund for CY 2022 Amounting to One Million Nine Hundred Ninety Eight Thousand Pesos (PhP 1,998,000.00); General Fund for CY 2021-2022 Amounting to Five Million Six Hundred Thirty Thousand Nine Hundred Ninety Five Pesos (PhP5,630,995.00); and Municipal Disaster Risk Reduction and Management Fund (MDRRMF) for CY 2022 Amounting to Four Million Seven Hundred Thousand Pesos (PhP 4,700,000.00); with a Total Sum of Forty Million Nine Hundred Ninety Nine Thousand One Hundred Thirty Two Pesos and Twenty Six Centavos (PhP40,999,132.26) for Priority Development Programs of the Local Government Unit of Tagbina, this Province”.

3. Appropriation Ordinance No. 2-2022 dated October 10, 2022 of the Municipality of Cantilan, this Province entitled “An Ordinance Authorizing Supplemental Budget No. 2 Series of 2022 Involving an Amount of Nineteen Million Pesos (P19,000,000.00) from the General Fund for the Operations and for Other Purposes of the LGU Cantilan, Surigao del Sur for Calendar Year 2022”.

4. Letter of Mr. Esmeraldo S. Raymundo, Provincial Administrator, for and in behalf of Hon. Alexander T. Pimentel, Provincial Governor, this Province dated October 27, 2022, addressed to the Honorable Members, Sangguniang Panlalawigan thru Hon. Manuel O. Alameda, Sr,, Vice Governor, all of this Province, requesting for the passage of an Appropriation Ordinance authorizing its utilization under Supplemental Budget No. 3, amounting to Sixty One Million Six Hundred Eighty Two Thousand Five Hundred Thirty Pesos & 54/100 (PhP 61,682,530.54), together with the attached copy of the Statement of Funding Sources (Supplemental Budget No. 3) FY 2022 of the Province of Surigao del Sur General Fund, for the Body’s information and appropriate action.

5. Ist Indorsement of Hon. Manuel O. Alameda, Sr., Vice Governor, dated October 26, 2022, forwarding to Mr. Edgar G. Perez II, J.D., Secretary to the Sangguniang Panlalawigan, all of this Province, forwarding a copy of the communication dated September 29, 2022 from Mr. Ponciano G. Alngog, EdD, Alumni Adviser - Proponent, Gamma Kappa Phi Fraternity and Sorority, Tandag City, Surigao del Sur, regarding the launching of their project “SHAPE” (Salabutan Hasaon Atimanon Pagbasa Epahigayon) intended for the Parents and Learners of Hitaob Elecmentary School - a Mamanwa Community in Tandag City. The latter informed the Body, that the project’s primary goal is on battling illiteracy among the learners and the Community as a whole. Since their funds are limited, they are asking for the support of the Honorable Vice Governor, this Province and hoping that thier endeavor will come into reality, thereby, creating a community of literate Mamanwas in this side of the country. They are also positive that their endeavor is in line with the flagship programs of the Provincial Government in 2022-2025,  for the Body’s information snd appropriate action.

6. Resolution No. 127, Series of 2022 dated October 10, 2022 of the Municipality of Carrascal, this Province entitled “Approval of Supplemental Annual Investment Program (AIP) No. 3 Fiscal Year 2022 in the Amount of Fifty Nine Million Seven Hundred Twenty Thousand One Hundred Seventy Four Pesos & 96/100 (P59,720,174.96) of the Municipality of Carrascal, Surigao del Sur”.

7. Letter of Hon. Alexander T. Pimentel, Provincial Governor, dated October 12, 2022, addressed to the Honorable Members, Sangguniang Panlalawigan, all of this Province, submitting a copy of the appointment of Ms. Hershe L. Nuñez, RSW of the Provincial Social Welfare and Development Office (PSWDO), this Province, for the Body’s confirmation and perusal.

8. Resolution No. 336 dated October 25, 2022 of the Municipality of Carmen, this Province entitled “A Resolution Earnestly Asking the Sangguniang Panlalawigan the Definite Statement on the Contents of Resolution No. 108 Dated August 23, 2022 of the Municipality of Lanuza, Surigao del Sur”.

9. Ordinance No. 08 dated October 10, 2022 of the Municipality of Carrascal, this Province entitled “An Ordinance Prohibiting Discrimination in the Municipality of Carrascal, Surigao del Sur on the Basis of Disability, Age, Health Status, Physical Appearance, Poliltical Affiliation, Ethnicity, Religion, Sexual Orientation, Gender Identity and Expression, Social and Marital Status, Providing Penalties for its Commission, Appropriating Funds for its Implementation and for Other Purposes”.

   For Information

1.  Letter of Maria Fe D. Jagna, CESO IV, Regional Director, Department of Budget and Management   (DBM), CARAGA Region XIII, Butuan City dated October 14, 2022 addressed to the Honorable Members, Sangguniang Panlalawigan, this Province  thru the Honorable Provincial Governor Alexander T. Pimentel, informing the August Body on their review of  Appropriation Ordinance (AO) No. 15-22 dated October 5, 2022, of the provincial government covering the CY 2022 Supplemental Budget No. 2 for General Fund (GF) in the amount of P24,543,347.26, which reveals substantial compliance with the provisions of the Local Government Code of 1991 and its Implementing Rules and Regulation (IRR). Accordingly, the said Appropriation Ordinance was declared operative on its stated date of effectivity, subject to posting requirement under Section 59 of R.A No. 7160. It is further understood that the review action does not authorize any item of appropriation that is specifically prohibited by or inconsistent with the provision of law, for the Body’s information.

2. Ist Indorsement of Hon. Manuel O. Alameda, Sr., Vice Governor, dated October 27, 2022, forwarding to Mr. Edgar G. Perez II, J.D., Secretary to the Sangguniang Panlalawigan, all of this Province, forwarding a copy of the  Memorandum, dated October 19, 2022 from ReD  Pol M. Delos Santos, CESO IV, Regional Director, Department of Public Works and Highways (DPWH), Regional Office XIII, addressed to the District Engineer, Surigao del Sur Ist District Engineering Office, Tandag City, this Province, copy furnished this Body, pertaining to SP Resolution No. 238-22, dated September 27, 2022 entitled “Earnestly Requesting Regional Director Pol delos Santos, Department of Public Works and Highways  (DPWH) - Regional Office, CARAGA Region XIII for the Installation of Street Light and Reflectorized Paint on the Pavement at Barangay San Agustin Sur Bridge, Tandag City, this Province”. He requested the District Engineer to be guided with the procedures and requirements under Department Order No. 32, Series of 2020, “System for Identification and Prioritization of Projects under the Special Road  Fund (also known as MVUC Fund), for the Body’s information.

3. Ist Indorsement of Hon. Manuel O. Alameda, Sr., Vice Governor,   dated November 3,  2022, forwarding to Mr. Edgar G. Perez II, J.D., Secretary to the Sangguniang Panlalawigan, all of this Province a copy of the letter of Hon. Marvin T. Azarcon, Municipal Mayor of the Municipality of Lanuza, this Province, dated November 2, 2022, relative to their response on Sangguniang Panlalawigan Resolution No. 247-22 entitled “Requiring the  Local Government Units of Lanuza and Carmen, all of this Province to Submit their Respective Position Papers and Pertinent Documents Together with Corresponding Affidavits of Witnesses  Relative to their Respective Boundaries Within 15 Days from Receipt Hereof for Perusal of the 20th Sangguniang Panlalawigan”, seeking for an extension of an additional 30 days for the submission of the required papers and documents, for the Body’s information.
