1. Letter from Mr. Dennis M. Gontiñas, Chairman, Surigao del Sur Transport Service Cooperative, Post 1- Tabon, Bislig City, addressed to Hon. Manuel O. Alameda, Sr., Vice Governor, this Province, dated October 5, 2022, applying as interm bus for modernization, the two route’s Tandag-San Francisco and Tandag-Bislig for the members of units that have not Franchised/Provisionary Authority. He informed the Body that the two route’s of interm TPUJ as mentioned in Memorandum Circular 2019-013 stated that in consolidation of Franchise Holders in Compliance with Department Order No. 2017-011, Otherwise Known as the “Omnibus Franchising Guidelines”. The said cooperatives operated legally with Business Permits of the three municipalities, namely: Barobo, San Francisco and Bislig City, where they operated and was being accredited by the Province of Surigao del Sur. The latter further informed the Body that the Local Public Transport Route Plan (LPTRP) is one of the requirements for the Modernization Program and Provisionary Authority of the Cooperative to continue the operations in improving connectivity between and among urban and socio-economic activities in the Province of Surigao del Sur. Anent this, they are asking the Body for the endorsement of the proposal routes to be submitted to LTFRB for the issuance of their Provincial Authority (PA), so that they can start the operation to serve the public, for the Body’s information and appropriate

1. Letter of Ms. Priscilla R. Sonido, CESO III, Vice Chairperson, CARAGA Regional Development Council (RDC) and Regional Director, National Economic Development Authority (NEDA), CARAGA Region XIII, Butuan City, addressed to Hon. Manuel O. Alameda, Sr., Vice Governor, this Province, dated September 20, 2022, referring to Sangguniang Panlalawigan Resolution No. 80-22 entitled “Earnestly Requesting the Regional Development Council (RDC), CARAGA Region XIII, Butuan City to Investigate on the Matter of the Surveyed Lots by Department of Agrarian Reform (DAR) on the School Campuses, Timberlands and Other Lots Not Suitable for Agriculture in the Province of Surigao del Sur”. The Latter informed the Body that through its letter dated September 12, 2022, requesting clarification from DAR CARAGA on the alleged land survey conducted within the landholdings of NEMSU satellite campuses in Bislig City and the Municipality of San Miguel pursuant to Executive Order No. 75, Series of 2019, “Directing All Department, Bureaus, Offices and Instrumentalities of Government to Identify Lands Owned by the Government Devoted to or Suitable for Distribution to Qualified Benefeciaries” and on their letter dated September 16, 2022, which was received by the Office dated September 20, 2022, conveyed that the aforementioned conduct of land survey within NEMSU’s landholdings did not push through due to land classification concerns. Further, the said agency also recommends the exclusion of the area reserved for NEMSU, subject to segregation survey, for the Body’s information and appropriate action.
2. Letter from Mr. Leomides R. Villareal, Regional Director, Department of Agrarian Reform (DAR), addressed to Mr. Edgar G. Perez II, J. D., Secretary to the Sangguniang Panlalawigan, this Province, dated September 28, 2022, pertaining to Resolution No. 77-22, Series of 2022 entitled “Earnestly Requesting Director Leomides R. Villareal, Regional Director, Department of Agrarian Reform (DAR), Butuan City, CARAGA Region XIII for a List of Approved Land Surveyed Subject to Executive Order No. 75 in the Province of Surigao del Sur”. He said that the Body was strongly supporting the stand of North Eastern Mindanao State University (NEMSU) in opposing the coverage by DAR on its claimed portions of school campuses, particularly San Miguel for distributuion to qualified CARP beneficiaries pursuant to Executive Order No. 75 in relation to Republic Act 6657 (as amended). The latter notified that all the required documents material and necessary for the coverage of the said portion of NEMSU Campus has been complied, submitted, deliberated and was already approved by DAR Validation Committee (DVC) - Central Office. In fact, the DVC already issued a Request for Execution of Deed of Transfer (DOT) dated March 24, 2022 with a coverable area of 516 hectares pursuant to Joint DAR-DOJ Administrative Order (AO) No. 7, s. 2019. Moreover, he informed the Body that the Department of Justice (DOJ) issued a Certification, through the Dispute Resolution Committee (DRC) dated August 22, 2022. Further, the latter informed the Body that the office could no longer entertain on the issue raised in the said Resolution considering that the same was already elevated to DAR Central Office, which has now the authority over it, for the Body’s information and appropriate action.

3. Letter of Engr. Ruel B. Bantugan, MPA, District Engineer, Surigao del Sur I, District Engineering Office, Department of Public Works and Highways (DPWH), Tandag City, this Province, dated October 3, 2022, addressed to Honorable Members, Sangguniang Panlalawigan, this Province furnishing a copy of the Status Report of Project Implementation undertaken by the DPWH-SDS Ist District Engineering Office, Tandag City, Surigao del Sur for the month of September 2022, for the Body’s reference and guidance.
