Ordinance No. 14 dated October 6, 2021 of the Municipality of Marihatag, this Province entitled “An Ordinance Revising Municipal Ordinance No. 05-2000 Entitled “An Ordinance Establishing the Office of the Municipal Enterprises, Environment and Cooperative Development, Creating Positions to Carry Out its Functions, and for Other Purposes” Effectively Separating the Environment and Municipal Enterprises Sections, to Develop and Strengthen the Cooperatives and People’s Organizations in the Municipality of Marihatag, Surigao del Sur”.

7. Resolution No. 067 dated April 6, 2022 of the Municipality of Marihatag, this Province entitled “A Resolution Complying to the Requirements Set Forth by the Sangguniang Panlalawigan in their Resolution No. 2297-22, Entitled: Returning Ordinance No. 12, Dated October 6, 2021 of the Municipality of Marihatag, this Province Entitled: An Ordinance Revising Municipal Ordinance No. 05-2000 Entitled “An Ordinance Establishing the Office of the Municipal Enterprises, Environment and Cooperative Development, Creating Positions to Carry Out its Functions, and for Other Purposes” Effectively Separating the Environment and Municipal Enterprises Sections, to Develop and Strengthen the Cooperatives and People’s Organizations in the Municipality of Marihatag, Surigao del Sur, for Rectification”.

8. Ordinance No. 09 dated March 22, 2022 of the Municipality of San Miguel, this Province entitled “An Ordinance Creating the Position Title of Nurse II, SG-16, for the Office of the Municipal Health and Appropriating Funds Therefor”.

9. Ordinance No. 17 dated May 23, 2022 of the Municipality of Carmen, this Province entitled “An Ordinance Declaring the Ancestral House of Mr. Nestor S. Valeroso as Heritage House and a Local Cultural Property of the Municipality of Carmen, Surigao del Sur”.

Ordinance No. 04 dated May 17, 2022 of the Municipality of Barobo, this Province entitled “Ordinance Waiving the Fees and Charges Provided for in Articles XVI and XVII of Tax Ordinance No. 01, Series of 2022, the Municipal Revenue Code, as Amended to Grant the Privileges Afforded to Qualified Beneficiaries of National Intensification of Household Electrification (NIHE) and Sitio Electrification Program (SEP) Granted by the Department of Energy (DOE) and National Electrification Admininistration (NEA) to be Implemented by Surigao del Sur Electric Cooperative, (SURSECO), Inc.”.

11. Letter of Mr. Esmeraldo S. Raymundo, Acting Provincial Administrator, for and in behalf of Hon. Alexander T. Pimentel, Provincial Governor, dated June 2, 2022,  addressed to the Honorable Members, Sangguniang Panlalawigan, all of this Province, requesting for a passage of  a Resolution authorizing the Honorable Provincial Governor to enter into and sign a Memorandum of Agreement (MOA), for and in behalf of the Provincial Government of Surigao del Sur, with the Ludgoron Mining Corporation/Kafugan Mining Incorporated, for the Body’s favorable and appropriate action.

12. Letter of Mr. Pedrito P. Alacaba, CESO V, Provincial Director, Department of the Interior and Local Government (DILG), dated June 3, 2022 addressed to Mr. Edgar G. Perez II, J.D., Secretary to the Sangguniang Panlalawigan, all of this Province, referring to the letter dated June 2, 2022 relative to the request for an opinion on the setting of SOPA (State of the Province Address) on June 19, 2022, which is on Sunday and a local holiday pursuant to Republic Act No. 7178 or “an Act Declaring June Nineteen of Every Year as “Araw ng Surigao del Sur” and a Special Non-Working Holiday in the entire Province.

       Mr. Alacaba cited Sections 444 (b) (1) (iii), 455 (b) (iii), 465 (b) (iii), stating among others, that it was included in the duties of the Governor, City/Municipal Mayors to address the Sanggunian at the opening of the session or as often as may be deemed necessary to present the programs, projects and other of the LGU. As to protocol to be observed in the conduct of such event, the said Department has no existing specific guidelines or issuance relative thereto. However, those concerned shall be guided by Sections above - mentioned that the SOMA, SOCA or SOPA had the objective of presenting the programs of the government and the proposed policies and projects for consideration of the sangguniang panlalawigan/panlunsod/bayan. Accordingly, the same should be observed in such a manner that the purpose of the said event will be achieved, and as organized and peaceful as possible, for the Body’s information and appropriate action.

1. Notice of Virtual Hearing on ERC Case No. 2022-013 CF dated  May 20, 2022 issued by  Agnes VST Devanadera, Chairperson and CEO,  Energy Regulatory Commission (ERC), Pasig City, in connection with the Application of the Surigao del Sur II Electric Cooperative, Inc. (SURSECO II), “In the Matter of the Application for Approval of the Over/Under Recoveries Based on the Formula on the Various Automatic Cost Adjustments and True-Up Mechanism and Corresponding Confirmation Process Pursuant to ERC Resolution No. 16, Series of 2009, as Amended, for the Years 2019-2021, with prayer that the submitted monthly reports on the Distribution System Loss Data be considered as substantial compliance in accordance with ERC Resolution No. 10, series of 2018; and that the net amount resulting to an under recovery of PhP11,977,982.03 as presented in the instant application be approved and confirmed, and SURSECO II be allowed to refund/collect said over/under recoveries. Other reliefs, just and equitable under the premises are likewise prayed for,  for the Body’s information.

(SURSECO II), “In the Matter of the Application for Approval of the Proposed Capital Expenditure Projects for the Years 2022-2024 with Application for Authority to Secure Loan from the National Electrification Administration (NEA) and/or Private Financial Institution, with prayer that an Order be issued: a) Approving the proposed capital expenditures projects for the years 2022-2024 and declared just reasonable, and equitable pursuant to the provisions of ERC Resolution No. 26, Series of 2009, and other related laws, rules and regulations; b) Approving the application for authority to secure a loan with the National Electrification Administration (NEA) and/or other Private Financing Institution that will provide the least interest rate to the benefit of the member-consumers; and c) Allowing Applicant, through a Provisional Authority, to Secure a Loan with the National Electrification Administration (NEA) and/or other Private Financial Institution that will provide the least interest rate to the benefit of the member-consumers pending resolution of the Application in order to allow Applicant to implement the proposed CAPEX as scheduled. Other reliefs, just and equitable are likewise prayed for,   for the Body’s information.

4. Order on ERC Case No. 2022-026 RC dated  April 19, 2022 issued by Agnes VST Devanadera, Chairperson and CEO,  Energy Regulatory Commission (ERC), Pasig City, in connection with the Application of the Surigao del Sur II Electric Cooperative, Inc.
