1. Resolution 89 dated May 16, 2022 of the Municipality of Carmen, this Province entitled “A Resolution Affirming the Corrections in Appropriation Ordinance No. 7, Series of 2021 as per Adjustment Made by the Human Resource Management Officer-Designate and the Municipal Budget Officer”.
2. Appropriation Ordinance No. 01 dated May 4, 2022 of the Municipality of Marihatag, this Province entitled “An Ordinance Declaring the Amount of Two Million Three Hundred Thirteen Thousand One Hundred Twenty Three Pesos and Thirty Two Centavos (P2,313,123.32) as Savings and Authorizing the Same Amount Under Supplemental Budget No. 1, Series of 2022 for the Operations of the Municipality of Marihatag from January 1, 2022 to December 31, 2022”.

3. Ordinance No. 9 dated May 17, 2022 of the Municipality of Lanuza, this Province entitled “An Ordinance Unfunding All Vacant and Unfilled Positions in the Local Government Unit of Lanuza”.

1. Letter of Atty. Renato N. Bantug, Jr., Executive Director for Legislation, House of the Senate, Pasay City addressed to Ms. Marites Coma-Arreza, Acting Secretary to the Sangguniang Panlalawigan, this Province, acknowledging receipt of Resolution No. 1984-21 (Series of 2021) entitled “Earnestly Requesting the House of the Senate of the Philippines to Retain the Funding of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) in the CY 2022 National Annual Budget as Originally Proposed by the Office of the President”, with the information that the aforesaid Resolution was transmitted to the Senate Committee on Finance for their consideration, for the Body’s reference and guidance.
2. Letter of Atty. Artemio U. Tuazon, Jr., Undersecretary for Administrative Service, Department of Transportation, Pinatubo St., Corner Osmeña Street, Brgy. Claro M. Recto, Clark Freeport Zone, Pampanga, dated March 2, 2022 addressed to Hon. Joel R. Consulta, MSCD, OIC, Regional Director, Land Transportation Office, CARAGA Region XIII, J. Rosales Avenue, Butuan City, in connection with the endorsement letter dated February 22, 2022, requesting a special permit to conduct mobile emission testing in the City of Bislig, Surigao del Sur and its neighboring municipalities as per said Resolution of the Sangguniang Panlalawigan of Surigao del Sur, requesting that a Private Emission Testing Center (PETC) be allowed to operate in the City of Bislig. It was informed that according to Department Order (D.O.) No. 2012-10, as amended by D.O. 2016-017 and 2019-014, mobile operations by authorized PETCs may be allowed in cases of outreach programs and island provinces, subject to compliance with the following requirements, to wit:
15.3.1 Official request from any organization/entity or local
government unit to the LTO Regional Office;
15.3.2 Upon recommendation of the Regional
Authorization Committee (RAC), the Regional
Director concerned shall assign an authorized PETC
to service said area within their respective GAOR;
15.3.3. Mobile Operations should be supervised by the
LTO District Officer and a member from the
Inspection/Monitoring Team and/or RAC and
required to submit a report to the Assistant
Secretary, through the LTO CO Authorization
Committee, for proper recording and monitoring; and
15.3.4. Mobile Operations shall be allowed on Saturdays and
Holidays,but not on Sundays.
Further, he informed that the said Office can only grant authorization to conduct a mobile emission test upon compliance with the requirements mentioned above. There is no official request to conduct a mobile emission test from the Province of Surigao del Sur. Additionally, there is no recommendation coming from the Regional Authorization Committee (RAC) regarding the proposed mobile emission test. Furthermore, he failed to specify the dates as to when the outreach program is to be conducted. The Resolution of the Sangguniang Panlalawigan of Surigao del Sur is requesting to set up a new PETC in the locality, and not a request for a mobile emission test.
Accordingly, the said Department will be provided with the document mentioned above and be informed immediately upon receipt of the letter in order that Department could determine whether the requested outreach program shall be granted or denied, for the Body’s information.
