Jagna, CESO IV, Regional Director, Department of Budget and Management (DBM), CARAGA Region XIII, Butuan City, furnishing copy of DBM Regional Office XIII Advisory No. 4 dated April 7, 2022 entitled “Workshop Invitation from Unscrupulous Individuals/ Groups Regarding the Regional Task Force to End Local Communist Armed Conflict ( RTF-ELCAC)”, viz:
1.0 This Office has received information regarding alleged invitations from DBM to LGUs in Region XIII to attend
Workshops regarding the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC);
2.0 Anent this, please be informed that the DBM is not aware of such activity, and has not issued any invitation to attend activities on topics regarding ELCAC nor has authorized private individuals to facilitate/ assist LGUs in complying with documentary requirements for financial assistance to LGUs;
3.0 Also, it is to be reiterated that activities of this Office which require attendance of LGUs/Client-Agencies are coursed through Advisories (via original copy, official email address or official Facebook page) duly signed by the Regional Director;
4.0 We strongly advise all LGUs/ Client-Agencies to refrain from entertaining or transacting with these individuals or organized groups of dubious character;
The DBM does not authorize any person or group of persons to transact with LGUs/ Stakeholders to facilitate or process any fund release.
5.0 Relatedly, all LGU/Client-Agencies are advised to directly report to this Office through the official email address (dbm_ro13@dbm.gov.ph) any attempt or incident of fixing/facilitation of fund releases so that appropriate action may be undertaken against the subject individuals/organized groups; and
6.0 Finally, they are requesting all LGUs/Client-Agencies to assist in dissemination of the said Advisory.
