Crispin, Secretary to the Sangguniang Panlalawigan, Province of Benguet, furnishing a copy of Resolution No. 2021-1213 entitled “Strongly Supporting House Bill No. 9455, Entitled: ‘An Act Providing All Barangay Officials, Including Barangay Tanods, Members of the Lupong Tagapamayapa, Barangay Health Workers and Barangay Day Care Workers, a Lump Sum Retirement Pay Equivalent to One Year Honorarium, Amending for the Purpose Section 393 of Republic Act No. 7160, as Amended, Otherwise Known as the Local Government Code 1991’”, for the Body’s information and appropriate action.

1. Notice of Hearing on BMC Case No. 2021- 157 dated September 13, 2021 issued by Mr. Adriano B. Consunji, Chief, Commission Secretariat of National Telecommunications Commission, Quezon City in connection with the Application of Amapola Broadcasting System, requesting for the issuance of a Certificate of Public Convenience (CPC) to install, operate and maintain 1 Kw FM Radio Broadcast Station in Carrascal, Surigao del Sur. The applicant further requested for the issuance of a Provisional Authority (PA) pending final determination of the application. It is also informed that the hearing was on November 15, 2021, (Monday) at Three o’ clock in the afternoon (3:00PM) at the Legal Branch, 3rd Floor, NTC Building, National Telecommunications Commission, BIR Road, East Triangle, Diliman, Quezon City, via zoom hearing, wherein applicant shall present its compliance with the Commission’s jurisdictional requirements, as well as its evidences, if warranted, for the Body’s information.
2. Letter of Mr. Ryan Alvin R. Acosta, Deputy Executive Secretary for Legal Affairs, Office of the President, Malacañang Palace, Manila, dated October 11, 2021, referring to Resolution No. 1556-21 of the Sangguniang Panlalawigan of Surigao del Sur entitled “Strongly Supporting Resolution No. 223 Dated April 12, 2021 of the Province of Zamboanga del Norte Entitled “A Resolution Requesting President Rodrigo Roa Duterte to Declare October 29, 2021 and Every Year Thereafter, as a Special (Non-Working) Holiday in Celebration of the 'National Indigenous Peoples Thanksgiving Day”’, He informed the Body that in view of the policy of the Office of the President to keep Holidays to a minimum, it is believed that the event could be fully celebrated without declaring a special (non-working) day. The significance of the said event is already duly recognized under Proclamation No. 486, s. 2003, which declared October 29, 2003, and every year thereafter, as the National Indigenous Peoples Thanksgiving Day”. Proclamation No. 1906, s. 2009, has also declared October of every year as “National Indigenous Peoples Month” in recognition and protection of the rights of indigenous cultural communities/indigenous people within the framework of national unity and development. Hence, their office was constrained to deny the aforesaid request, for the Body’s information.
3. Returned Resolution from the Philippine Postal Corporation mailed by the Tanggapan ng Sangguniang Panlalawigan, Capitol Hills, Telaje, Tandag City, this Province, addressed to the Honorable Members, Sangguniang Panlalawigan thru the Presiding Officer, Province of Maguindanao, containing SP Resolution No. 1389-21 entitled “Earnestly Requesting the House of Representatives and the House of the Senate to Review and Revisit Department of Health (DOH) Department Memorandum No. 2020-0158 Dated March 22, 2020 on the Proper Handling of the Remains of Positive, Suspected and Probable COVID-19 Patients by not Including the Probable and Suspected Patients”, for the reason that it was unclaimed by the addressee, for the Body’s information.
4. Returned Resolution from the Philippine Postal Corporation mailed by the Tanggapan ng Sangguniang Panlalawigan, Capitol Hills, Telaje, Tandag City, this Province, addressed to Abraham “Bambol” Ng Tolentino, President, Philippine Olympic Committee, Inc., Philsports Complex, Pasig City, Metro Manila, containing SP Resolution No. 1700-21 entitled “Congratulating/Commending All Filipino Olympians for Making us Proud in the Recently Concluded Olympic Games Held in Tokyo, Japan”, for the reason that there is no one to receive the Resolution, for the Body’s information.
5. Ist Indorsement of Hon. Librado C. Navarro, Vice Governor, this Province dated December 20, 2021, addressed to Mr. Edgar G. Perez II, LLB, Secretary to the Sangguniang Panlalawigan, this province, forwarding the basic communication dated December 14, 2021 of Mr. Michael B. Lozada, Police Lieutenant Colonel of Bislig City Police Station, pertaining to Sangguniang Panlalawigan Resolution No. 1910-21 dated November 2, 2021, requesting the said station to assist the PRI displaced workers/members of Ang Katipunang Hanapbuhay sa PRI-All Workers Alliance Trade Union (AKHPRI-AWATU) to file a formal complaint against Mr. Virgilio Ibones for alleged Grave Threat, for the Body’s information and appropriate action.
6. Letter of Ms. Maria Fe D. Jagna, Regional Director, Department of Budget and Management, Regional XIII, CARAGA, Butuan City, dated January 5, 2022 addressed to the Honorable Members, Sangguniang Panlalawigan thru the Honorable Provincial Governor Alexander Ty Pimentel, informing this August Body on their review of the FY 2021 Supplemental Budget (SB) No. 4 of the Province of Surigao del Sur, involving an appropriation of P6,380,414.50 under Appropriation Ordinance (AO) No. 84-21 dated December 7, 2021, submitted for review on December 15, 2021, which reveals substantial compliance with the law and its Implementing Rules and Regulation (IRR). Accordingly, the FY 2021 Supplemental Budget No. 4 of the Province of Surigao del Sur is declared operative on its stated date of effectivity, subject to posting requirement under Section 59 of R.A No. 7160. It is further understood that the review action does not authorize any item of appropriation that is specifically prohibited by or inconsistent with the provision of law, for the Body’s information.
7. Letter of Mrs. Fermina D. Palangpang, Acting Provincial Treasurer, Office of the Provincial Treasurer, this Province Re: “Notice of Payment of the 1% Basic Real Property Tax and 1% Special Educational Fund in the Province of Surigao del for the Year 2022”, for the Body’s information and appropriate action.
8. Letter of Mrs. Evelyn V. Ayson, OIC, Water Rights Division, National Water Resources Board, Department of Environment and Natural Resources, Diliman, Quezon City addressed to the Provincial Secretary, this Province referring to Water Permit Application for surface water/groundwater: WPA No. XIII-SDS-2021-12-120; Filed by Lumino Land and Port Management, Inc., and Source/Location; San Jose, Bislig City, Surigao del Sur. The latter requested that the Notice/s of Water Permit Application be posted on the Bulletin Board of the office and shall remain posted for a period of fifteen (15) days from receipt hereof. Further, she requested that after 15 days of Posting, a Certification that the same has been posted must be issued to the them, for the Body’s information.
