17. Letter of Hon. Jane V. Plaza, Municipal Mayor, Carmen, this Province dated November 29, 2021, furnishing copy of SP Resolution No. 159-19, Series of 2019 provided by the Mmines and Geosciences Bureau (MGB) Regional Office XIII which was submitted by Tribu Manobo Mining Corporation (TMMC) as part of the requirements for its Exploration Permit Application. Further, upon review they noticed some discrepancies in the content of the aforementioned documents, thus they would like to request for appropriate legal intervention on the matter. The latter also informed the Body that the TMMC submitted spurious resolutions of the two barangays of the Municipality and falsified Certification of Vice Mayor Daniel A. Tejol to MGB Regional Office XIII. Attached to the letter are the Resolution Nos. 019 and 15, Series of 2021 of Barangay Hinapoyan and Barangay Puyat of the said Municipality denying any favorable endorsement on the Exploration Permit Application of TMMC and the falsified Certification of Vice Mayor Tejol. They also informed the Body that they are strongly against any mining activity to be conducted in their Municipality and did not endorse any application on such activity, for the Body’s information.

18. Resolution No. 306 dated November 9, 2021 of the Municipality of Barobo, this Province entitled “Adopting and Approving the Municipal Disaster Risk Reduction Office (MDRRMO) Resolution No. 05, S. 2021 - Requesting the Sangguniang Bayan to Approve and Adopt the 2022 Annual Investment Plan of the MDRRMO, this Municipality”.

1. Letter of RD Maria Fe D. Jagna, CESO IV, Regional Director, Department of Budget and Management (DBM), CARAGA Region, Butuan City dated November 18, 2021, addressed to the Honorable Members, Sangguniang Panlalawigan thru Hon. Alexander T. Pimentel, Provincial Governor, all of this Province, informing this August Body on their review of the FY 2021 Supplemental Budget (SB) No. 3 of the Province of Surigao del Sur, involving an appropriation of P11,540,829.912 under Appropriation Ordinance (AO) No. 78-21 dated November 2, 2021, which reveals substantial compliance with the law and its Implementing Rules and Regulations (IRR). Accordingly, the FY 2021 Supplemental Budget No. 3 of the Province of Surigao del Sur is declared operative on its stated date of effectivity, subject to posting requirement under Section 59 of R.A. No. 7160. It is further understood that the review action does not authorize any item of appropriation that is specifically prohibited by or inconsistent with the provision of law, for the Body’s information.
2. Letter of Mr. Karlo A. B. Nograles, Presidential Adviser, Malacañang Palace, Manila, copy furnished this Body, endorsing to Secretary Alfonso G. Cusi, Department of Energy (DOE), SP Resolution of Surigao del Sur, requesting for the installation of power lines in Barangays Calatngan, Bagyang and Bitaugan, San Miguel, Surigao del Sur, for the Body’s information.
3. Returned Enveloped dated November 3, 2021 from the Tanggapan ng Sangguniang Panlalawigan, Tandag City, this Province, with SP Resolution No. 1872-21 dated October 19, 2021 addressed to Mr. Louella Jane Bacol, Retail Manager, GLOBE Caraga, 2nd Floor Gaisano, Butuan City, informing the body that the addressee has already moved/left with no address.
