8. Letter of Mr. Margarito G. La Torre, Jr., DVM, Provincial Veterinarian, dated October 20, 2021 addressed to the Honorable Members, Sangguniang Panlalawigan thru Hon. Librado C. Navarro, Vice Governor, all of this Province requesting for the inclusion of the following Animal Health Services that was unintentionally not included in the previous approved Ordinance No. 66-21, Series of 2021, to wit:

4. Resolution No. 107 dated August 2, 2021 of the Municipality of Tagbina, this Province entitled “Resolution Affirming the MDC Executive Committee Resolution No. 01, Series of 2021 Entitled, ‘Resolution Reprogramming the Construction of Kahalinan Bridge to Repair of Kahalinan Bridge and Authorizing the Use of the Remaining Funds for the Construction of Municipal Boundary Marker as Reflected in 2019 Annual Investment Program Taken from the 20% Local Development Fund for the Municipality of Tagbina, Surigao del Sur”.

10. Letter of Mr. Lorenzo A. Te, Jr., President and Chairman of the Board, Tagbina Limestone Resources Corporation, HCDI Building, Km. 5, J.P. Laurel Avenue, Brgy. Wilfredo Aquino, Davao City, addressed to the Honorable Presiding Officer, Sangguniang Panlalawigan, Province of Surigao del Sur, referring to the Exploration Permit (EP) application of Tagbina Limestone Resources Corporation denominated as EXPA-000235-XIII containing an area of 4,399.27 hectares located in the Municipality of Hinatuan, Province of Surigao del Sur. The Latter requested to allow and include them in the Calendar of Activity for presentation of their Exploration Work Program (ExWP) and Environmental Work Program (EnWP) as part of the process requirement for Exploration Permit application. Further, they also earnestly request the Body for a passage of a Resolution favorably endorsing to the Mines and Geosciences Bureau, Regional Office No. XIII the approval of their Exploration Permit Application denominated as EXPA-000235-XIII in which they believed beneficial to the Local Government Units, for the Body’s favorable approval.

11. Letter of Mrs. Gregoria T. Su, PhD, Schools Division Superintendent, Bislig City, addressed to the Honorable Members, Sangguniang Panlalawigan, all of this Province dated September 27, 2021, asking assistance to support through a certification and endorsement manifesting the Body’s desire for the SDO-Bislig to be an affiliate radio station of the Philippine Broadcasting Service, with the confidence that it shall be solely used for education purposes so that they may reach their learners despite the limitations imposed on them by the pandemic, for the Body’s consideration and favorable action.

1. Letter of Ms. Maria Fe D. Jagna, CESO IV, Regional Director, Department of Budget and Management, Regional Office XIII, CARAGA, Butuan City, dated October 19, 2021 addressed to the Honorable Members, Sangguniang Panlalawigan thru the Honorable Provincial Governor, Alexander Ty Pimentel, informing the Body of the review of the FY 2021 Supplemental Budget No. 2 of the Province of Surigao del Sur, involving an appropriation of P15,647,707.63 under Appropriation Ordinance (AO) No. 73-21 dated September 14, 2021, submitted on September 17, 2021, which, reveals substantial compliance with the law and its Implementing Rules and Regulation (IRR), including the rules and regulations of the Budget Operations Manual (BOM) for Local Government Units, 2016 Edition. Accordingly, the FY 2021 Supplemental Budget No. 2 is declared operative on its stated date of effectivity, subject to posting requirement under Section 59 of R.A. No. 7160 and compliance to the findings/conditions mentioned therein.
