1. Appropriation Ordinance No. 01 dated April 14, 2021 of the Municipality of Bayabas, this Province entitled “Appropriating the Amount of Eight Hundred Thousand Pesos (P800,000.00) for the General Fund Supplemental Budget No. 01 CY 2021 of the Municipality of Bayabas, Surigao del Sur”.

2. Ordinance No. 06-2021 dated March 22, 2021 of the Municipality of Cantilan, this Province entitled “An Ordinance Enacting the Cantilan Investments and Incentives Code”.

3. Ordinance No. 19 dated May 3, 2021 of the Municipality of Carrascal, this Province entitled “An Ordinance Banning the Sale, Distribution, Possession and Use of Firecrackers, Pyrotechnic Devices and Other Similar Explosives Within the Territorial Jurisdiction of the Municipality of Carrascal, Surigao del Sur”.

4. Ordinance No. 07-2021 dated April 26, 2021 of the Municipality of Cantilan, this Province entitled “An Ordinance Adopting Policies and Measures for the Prevention Control of STI, HIV and AIDS in Cantilan, Surigao del Sur Providing Penalties for Violations Thereof, Creating Municipal STI, HIV and AIDS Council (MISHAC) and Providing for Its Powers and Functions and for Other Purposes”.

5. Letter of Mr. Victor C. Lansam, Complainant, Kahayag, Bislig City, this Province dated May 11, 2021 addressed to the Sangguniang Panlalawigan Members thru Mrs. Monsalisa Cañedo – Su, Secretary to the Sangguniang Panlalawigan, all of this Province relative his Complaint to Mr. Christopher Dulabay, Administrative Assistant II, Provincial Administrator’s Office, this Province, regarding his  loan with  PAG-IBIG  Office last July 2002. In his letter, he informed the Body that since he cannot personally go to the said Office, he sent his application to Mr. Dulabay and without his knowledge and authority Mr. Dulabay got the proceeds and encash  the check   and  accordingly used it.  He further informed the Body that after five (5) months, Mr. Dulabay sent to him an amount of Ten Thousand Pesos (P10,000.00) through M. Lluiller   and until he retired in December, 2020 nothing follows.  According to him, he reminded the latter to give to him the remaining of his loan proceeds, but   to his dismay, instead of giving the money, Mr. Dulabay verbally  threatened him for he believed  that the latter  under-estimated him.  He then respectfully requested the Body to call on the attention of Mr. Dulabay for the Body’s appropriate action on the matter.

6. Ordinance No. 15 dated April 26, 2021 of the Municipality of Carrascal, this Province entitled “An Ordinance Creating the Position of Process Server, Salary Grade 5 Under the Office of the Sangguniang Bayan, Municipality of Carrascal, Surigao del Sur and Appropriating Funds Thereof”.

7. Ordinance No. 16 dated April 26, 2021 of the Municipality of Carrascal, this Province entitled “An Ordinance Creating the Position of Local Legislative Staff Officer III, Salary Grade 16 Under the Office of the Sangguniang Bayan, Municipality of Carrascal, Surigao del Sur and Appropriating Funds Thereof”.

8. Ordinance No. 17 dated April 26, 2021 of the Municipality of Carrascal, this Province entitled “An Ordinance Creating the Position of Local Legislative Staff Employee II, Salary Grade 4 Under the Office of the Sangguniang Bayan, Municipality of Carrascal, Surigao del Sur and Appropriating Funds Thereof”.

9. Ordinance No. 18 dated April 26, 2021 of the Municipality of Carrascal, this Province entitled “An Ordinance Creating the Position of Administrative Assistant II (Clerk IV), Salary Grade 8 Under the Office of the Sangguniang Bayan, Municipality of Carrascal, Surigao del Sur and Appropriating Funds Thereof”.

10. Ordinance No. 20 dated May 3, 2021 of the Municipality of Carrascal, this Province entitled “An Ordinance Designating the Carrascal Community Fish Landing Center as the Central Station for Docking. Loading and Unloading of Fishing Vessels and Trading of Fish and All Other Fresh and Marine Products in the Municipality and Imposing Regulatory Fees and Charges Thereof”.

B.3 For Information

1. 1st Indorsement of Mr. Esmeraldo S. Raymundo, Acting Provincial Administrator, this Province, dated May 10, 2021, indorsing to Mrs. Monalisa Cañedo - Su, Secretary to the Sangguniang Panlalawigan, this Province the letter of Mr. Nonito M. Tamayo, CESO IV, Regional Executive Director, Department of Environment and Natural Resources (DENR) - CARAGA Region, Butuan City, acknowledging receipt of SP Resolution No. 1431-21 dated April 6, 2021. He informed the Body that the Tinuy-an Falls Protected Landscape (TFPL) is one of the legislated protected areas in the Region by virtue of RA 11038 or Expanded NIPAS Act of 2018 which encompasses one (1) City from the Province of Surigao del Sur and two (2) Municipalities from the Province of Agusan del Sur. The latter then requested from their end a Representative to present to the Protected Area Management Board (PAMB) of TFPL  the said request for their information and appropriate Resolution on the matter.  He further requested that a concept note be presented during TFPL PAMB meeting and the Protected Area Superintendent   of TFPL will notify the Office on the scheduled , TFPL PAMB Meeting,  for the Body’s information.  

2. Endorsement of Marlon P. Bosantog, Regional Director, National Commission of Indigenous Peoples (NCIP), CARAGA  Administrative Region, Butuan City dated April 16, 2021,  indorsing to Mr. Ordonio P. Rocero, Acting Provincial Officer of NCIP, Surigao del Sur Provincial Office,  informing that Hawudon Jimmy Iligan Guinsod, IP Mandatory Representative in the Province of Surigao del Sur shall continue to hold office in Hold-over Capacity until the lifting of the state of public health emergency or state of calamity and one (1) month thereafter, or when an IPMR shall have been selected by the ICCs/IPs in accordance with the IPMR national and local guidelines, for the Body’s information. 

3. Trial Balance of the General Fund as of March 31, 2021 of the Province of Surigao del Sur as submitted by Mrs. Consuelo L. Garcia, Provincial Accountant, this Province.

4. Trial Balance of the General Fund - 20% Local Development Fund as of March 31, 2021 of the Province of Surigao del Sur as submitted by Mrs. Consuelo L. Garcia, Provincial Accountant, this Province.

5. Trial Balance of the General Fund - Hospital as of March 31, 2021 of the Province of Surigao del Sur as submitted by Mrs. Consuelo L. Garcia, Provincial Accountant, this Province.

6. Memorandum of Mr. Manuel Luis C. Antonio, Chief of Staff, Office of the President and General Manager, for the Senior Vice President, VisMin Group, all of Government Service Insurance System (GSIS), Pasay City, Metro Manila, referring the letter of Mrs. Marites Coma-Arreza, Acting Secretary to the Sangguniang Panlalawigan of Surigao del Sur, transmitting a copy of SP Resolution No. 1368-21 dated March 2, 2021 entitled “Earnestly Requesting Mr. Rolando L. Macasaet, President and General Manager of Government Service Insurance System Through Ms. Chariss Jo M. Dela Cruz, Branch Head, Butuan City to Establish a GSIS Satellite Office in Bislig City, Province of Surigao del Sur”, for his appropriate action. In response with the Memorandum, Mr. Jason C. Teng, Senior Vice President informed the Body that they will schedule instead a GSIS Service Desk in the Area and the GSIS Butuan Branch Office then will be coordinating with the former regarding the said schedule. In addition to this, they informed also that since the onset of the pandemic, the safety of the members, pensioners and employees are their priority. Because of this, GSIS has initiated various programs to ensure the uninterrupted delivery of services to all its active members and pensioners despite the limitations brought about by COVID-19 resulting to quarantine, lockdowns and border restrictions, for the Body’s information.

        The 88th Regular Session of the 19th Sangguniang Panlalawigan will be held on May 25, 2021 at 9:00 o’clock in the morning at the Sangguniang Panlalawigan Session Hall, Legislative Building, Capitol of the South, Kahayag, Bislig City, this Province.
