Appropriation Ordinance No. 08 dated April 5, 2021 of the Municipality of Carrascal, this Province, entitled “An Ordinance Authorizing Supplemental Budget No. 01, S. 2021, Involving an Amount of One Hundred Thirty Four Million Three Hundred Fifty Seven Thousand Seven Hundred Sixty Eight Pesos and Six Centavos (PhP 134,357,768.06)”.

4. Resolution No. 078 dated April 7, 2021 of the City of Tandag, this Province entitled “Adopting the 1st Supplemental Annual Investment Plan (AIP) of the City of Tandag for CY 2021 in the Amount of Sixty Five Million Seven Hundred Forty Six Thousand Five Hundred Pesos (PhP 65,746,500.00)”.

5. Letter of Hon. Mary Grace S. Kimura, Municipal Mayor, Municipality of Madrid, this Province dated April 8, 2021 addressed to the Honorable Members, Sangguniang Panlalawigan thru Hon. Librado C. Navarro, Vice Governor, all of this Province, pertaining to Appropriation Ordinance No. 01-2021 for Fiscal Year 2021 dated March 1, 2021 of the Municipality of Madrid, this province entitled “An Ordinance Authorizing the Annual Budget of the Municipality of Madrid, Surigao del Sur for Fiscal Year 2021, in the Amount of One Hundred Eleven Million Two Hundred Ten Thousand Five Hundred Sixty Pesos (P111,210,560.00) Covering the Various Expenditures for the Operation of the Municipal Government for the Fiscal Year 2021 and Appropriating the Necessary Funds for the Purpose” submitted to this Body for review. She informed that she vetoed the said Ordinance and subsequently, the Sangguniang Bayan filed a complaint with the Department of the Interior and Local Government (DILG) which held her office responsible for the delay in the approval of their Annual Budget. She then seeks for the intercession of the Sangguniang Panlalawigan, this Province to prevent such injustice and inequity, and to dissuade any form of abuse of power in the local government of Madrid, this province, for the Body’s appropriate action. 6. Ordinance No. 02 dated February 23, 2021 of the Municipality of Barobo, this Province entitled “An Ordinance Providing for the Speed Limits for All Kinds of Motor Vehicles Within the Territorial Jurisdiction of the Municipality of Barobo, Surigao del Sur, Providing Penalties for the Violation Thereof, Collection of Road Crash Data, and Appropriating Funds Therefor and for Other Purposes”.

10. Verified Reply of Sangguniang Pambarangay Member Francis Eric L. Medrano, Complainant-Appellee versus Punong Barangay Eva M. Gemao and SBM Lourdes Elaine C. Pareja, Defendant-Appellants dated April 19, 2021 re: SB Case No. 02-2020 “For Violation of MC No. 2019-83 and Violation of Section 4 (a) of Republic Act 6713” for the Body’s appropriate action.

Ordinance No. 06 dated February 16, 2021 of the Municipality of San Miguel, this Province entitled “An Ordinance Amending Ordinance No. 28 – 2017 entitled: An Ordinance Granting Additional Benefits of the Centenarians Whether Residing Here and Abroad in the Amount of P50,000.00; by Providing Additional Requirements in Section 3.A Which Shall Now Read as This: Birth Certificate With NSO or Affidavit of Two (2) Disinterested Persons and Birth Certificate of the Eldest Son or Daughter”.

2. Letter from Engr. Minda R. Roslinda, District Engineer, Surigao del Sur I, District Engineering Office, Department of Public Works and Highways (DPWH), Tandag City, this Province dated April 6, 2021 addressed to the Honorable Provincial Board Members of the Province of Surigao del Sur, furnishing a copy of the Status Report of Project Implementation undertaken by the DPWH-SDS, Ist District Engineering Office, Tandag City, this Province for the Month of March, 2021 for the Body’s reference and guidance.
3. Trial Balance of the General Fund as of February 28, 2021 of the Province of Surigao del Sur as submitted by Mrs. Consuelo L. Garcia, Provincial Accountant, this Province.

6. Letter from Engr. Minda R. Roslinda, District Engineer, Surigao del Sur I, District Engineering Office, Department of Public Works and Highways (DPWH), Tandag City, this Province dated April 7, 2021 addressed to Hon. Manuel O. Alameda, Sr., Member, Sangguniang Panlalawigan and Temporary Presiding Officer, this province in response relative to SP Resolution No. 1381-21 dated March 9, 2021. She informed the Body that the construction of center island of the national highway along Tago has been implemented by the Local Government Unit (LGU) of Tago, Surigao del Sur with due coordination by the said Office prior to the start of the project. Accordingly, they presumed that the Municipality of Tago has followed and adhered to the standard requirement for safety precaution, like warning/directional signages and reflectorized bollards for the guidance of the travelling public to preclude untoward accident, but on the contrary, which prompted the Body to pass the said resolution. Unfortunately, the Department of Public Works and Highways (DPWH) has no separate fund for the purpose as all project warning/directional signs are already incorporated/included in the contract. Hence, they do not have available warning signs/bollards for this purpose. They assured the Body that they will coordinate with the Local Government of Tago to assist them on what particular safety devices are required.
7. 2nd Indorsement of Mr. Esmeraldo S. Raymundo, Assistant Provincial Administrator, for and behalf of Mr. Pedro M. Trinidad, Jr., Provincial Administrator, this Province dated April 15, 2021, forwarding to the Chairman of the Committee on Finance and Appropriation with the Sangguniang Panlalawigan, this Province the letter of Hon. Alexander T. Pimentel, Provincial Governor dated April 13, 2021 addressed to Mrs. Jenneth C. Partosa, Regional Director, Department of Budget and Management (DBM), CARAGA Region XIII, Butuan City relative to the Fiscal Year 2021 Annual Budget of the Province under Appropriation Ordinance No. 54 – 20 dated December 1, 2020, for the Body’s information.
