1. Letter Mr. Melvin Joy L. Yu, CESE, Acting Regional Director, Department of Finance, Bureau of Local Government Finance, CARAGA Administrative Region, Butuan City dated February 26, 2021 addressed to the Honorable Members, Sangguniang Panlalawigan, this Province, forwarding a copy of Certificate of Compliance on the proposed Schedule of Market Values (SMV) for 2021 General Revision of the Province of Surigao del Sur submitted by the Provincial Assessor. He informed the Body that it has been reviewed by their Office and found the same to be in order and compliant with R.A. 7160, otherwise known as the Local Government Code (LGC) of 1991, the Philippine Valuation Standards (PVS) issued under DOF Order No. 37-09, the Mass Appraisal Guidebook (MAG) issued under DOF Order No. 10-2010, the Manual of Real Property Appraisal and Assessment Operations (MRPAAO) issued under DOF Local Assessment Regulations No. 1-2007 and other existing rules, regulations and guidelines of the Department of Finance and their office. However, it is emphasized further, that all ensuing component activities contemplated under Sec. 1, Chapter II of the MRPAAO shall be observed and complied with before the affectivity of the revised real property assessments, for the Body’s information and guidance.
