38. Letter of Hon. Alexander Ty Pimentel, Provincial Governor, this province dated December 21, 2020 addressed to the Honorable Members, Sangguniang Panlalawigan thru Hon. Lilbrado C. Navarro, Vice Governor, all of this Province, requesting for the passage of a Resolution authorizing the Provincial Governor to enter into and sign a Memorandum of Agreement (MOA), for and in behalf of the Provincial Government of Surigao del Sur with the Department of Health-Center for Health Development CARAGA under the Medical Assistance to Indigent Patients (MAIP) Program for the identified health facilities as listed opposite their corresponding amount of MAIP: a) Lingig Community Hospital - P 1,000,000.00; b) Cortes Municipal Hospital - P 1,000,000.00; c) Lianga District Hospital - P 2,000,000.00; d) Carrascal Primary Health Care Facility - P 1,000,000.00; e) Marihatag District Hospital - P 3,000,000.00; f) San Miguel Community Hospital - P 1,500,000.00; and g) Madrid District Hospital - P 2,000,000.00, for the Body’s favorable and immediate action.

39. Letter of Mrs. Lorna M. Cubero, Municipal Budget Officer, of the Municipality of Lanuza, this Province dated December 15, 2020 regarding Memorandum Order No. 12-02 dated December 14, 2020 of the Municipal Mayor directing the latter for a written explanation within forty eight hours (48 hrs.) from receipt for refusal to issue and/or sign Certification. Attached is the comment and opinion of the Department of Budget and Management Regional Office dated December 9, 2020 seeking intercession guidance regarding the issue. She informed the Body that the said document tackles the same provisions presented during the November 3, 2020 meeting with the Sangguniang Bayan. In view of this, she cannot issue certification or sign pre-crafted certification while the interim issue will not be resolved since there are budgetary implications integrated on the matter. She however, assured that she will issue a Certification once the FY 2021 enacted Annual Budget of the Municipality will have favorable review and recommendation from the Sangguniang Panlalawigan of the Province.
