 21. Ordinance No. 08 dated September 16, 2020 of the Municipality of Bayabas, this Province entitled “An Ordinance Requiring All Resort Owners Within the Municipality of Bayabas, Surigao del Sur to Provide Basic Water Safety Equipment and Emergency First Aid Kits for Guests and Staff, as well as Daily Presence of a Trained Baywatch and/or Rescuer to Respond During Untoward Incident/s in Respective Area of Responsibility, and the Same as Pre-Requisites for the Application of Necessary Business Permits, Among Others”.

 1. Letter from Engr. Joselito B. Caballero, District Engineer, Surigao del Sur I, District Engineering Office, Department of Public Works and Highways (DPWH), Tandag City, this Province dated October 6, 2020 addressed to the Honorable Provincial Board Members of the Province of Surigao del Sur, furnishing a copy of the Status Report of Project Implementation undertaken by the DPWH-SDS, 1st District Engineering Office, Tandag City, this Province for the Month of September, 2020 for the Body’s reference and guidance.

 2. Letter of Mr. Roel O. Abad, OIC-General Manager of Surigao del Sur Electric Cooperative (SURSECO II), Tandag City, Surigao del Sur dated October 12, 2020 addressed to Hon. Roxanne C. Pimentel, City Mayor, Tandag City, this Province, copy furnished this August Body pertaining to Executive Order No. 058, Series of 2020 “Declaring Restrictive Perimeter Control on the Identified Critical Zone (CrZ) and Strict Perimeter Control on the Identified Containment Zone (CZ) Located in Purok Comet, Barangay Telaje, Tandag City, Effective on October 12, 2020 Until October 26, 2020 and Providing for the Operational Guidelines on the Application of the Zoning Containment Strategy”. He expressed his sincere gratitude to LGU-Tandag City for its proactive efforts in keeping the safety and well-being of the people while sustaining the provision of basic commodities and services. However, considering the above circumstances, he requested to address some clarifications and concerns with regards to Section 2.e of the EO, if does, this mean that SURSECO II personnel are still allowed to enter and exit the CrZ and CZ for work purposes. He then asked for an assurance that this permission to enter and exit be properly communicated to the personnel assigned to the border/perimeter in Purok Comet, Telaje to ensure the efficient movement of energy personnel, vehicles and logistics needed for its daily operation. It was also informed that SURSECO II has a semi-centralized nature of operation and the Main Office is located in the said restricted area and if the operation of the said Office is hampered, the remaining 13 municipalities will also be affected.

 3. Letter of Ms. Jenneth C. Partosa, OIC-Regional Director, Department of Budget and Management, Regional Office XIII, CARAGA, Butuan City, dated September 29, 2020 addressed to the Honorable Members, Sangguniang Panlalawigan thru the Honorable Provincial Governor, Alexander Ty Pimentel, informing this August Body on their review of the FY 2020 Supplemental Budget (SB) No. 4 of the Province of Surigao del Sur involving an amount of P52,104,717.58 under Appropriation Ordinance (AO) No. 49-20 dated September 8, 2020, reveals substantial compliance with the same law and its Implementing Rules and Regulations (IRR). Accordingly, the FY 2020 Supplemental Budget No. 4 of the Province of Surigao del Sur is declared operative on its stated date of effectivity, subject to posting requirement under Section 59 of R.A. No. 7160.
