Navarro, Vice Governor, all of this Province, dated January 9, 2020, requesting for the passage of a resolution authorizing the Province Governor to enter into and sign a Memorandum of Agreement for and in behalf of the Provincial Government of Surigao del Sur by and between Department of Health, Regional Office XIII duly represented by its Regional Director, Jose R. Llacuna, Jr., for the Body's perusal and appropriate action.

 36. Ordinance No. 03 dated November 19, 2019 of the Municipality of Barobo, this Province, entitled “An Ordinance Prohibiting the Consumption or Drinking of Beer, Wine, Liquor or Similar Intoxicating Beverages in Public Places and Providing Penalties for Violations Thereof”.

 37. Letter of Hon. Alexander T. Pimentel, Provincial Governor, this Province dated December 20, 2019, returning Ordinance No. 19-19, entitled “An Ordinance Declaring “Ka’ Liga Tu Sur” Festival as the Official Festival of the Province of Surigao del Sur”. He informed  the Body that he cannot support the said ordinance due to financial constraint. He believed that spending a sizeable amount for the festival next year and in the succeeding years is prejudicial to public welfare as the amount can be better utilized for the delivery of basic services, thus, he was constrained to veto the aforesaid Ordinance.

 38. Letter of ‘Bae Paglaum’ Esperanza V. Verano, Association President, Mandaya-Manobo Tribal Farmer Association, Sitio Sikahoy, San Jose, Bislig City dated November 20, 2019 addressed to Hon. Librado C. Navarro, Vice Governor thru Mrs. Monalisa C. Su, Secretary to the Sangguniang Panlalawigan, all of this Province, seeking accreditation for the Mandaya-Manobo Tribal Farmer Association, as Civil Society Organization in the Province of Surigao del Sur.

Navarro, Vice Governor, all of this province, requesting for the passage of an Ordinance amending Section 4F.01, Article F of Ordinance No. 95-16 dated June 6, 2016 otherwise known as the Revenue Code of the Province of Surigao del Sur re: Charges for the Use of Capitol Seminar House, Provincial Bus/Jeepney Terminals, Farmers Training Center and the Surigao del Sur Sports Center Facilities-Seminar House Rental from Ten Thousand Pesos (P10,000.00) to Twenty Thousand Pesos (P20,000.00) for the Six (6) Hours and an Additional One Thousand Pesos to Two Thousand Pesos (P2,000.00) for Every Suceeding Hour", for the Body's favorable action.

Magpale-Asirit, Commissioner, Energy Regulatory Commission, Pasig City in connection with the Joint application of Surigao del Sur II Electric Cooperative, Inc. (SURSECO II) and San Miguel Consolidated Power Corporation (SMCPC), for Approval of their Power Supply Contract (PSC) with prayer for confidential treatment of information.

 4. Letter of Mr. Gary R. Martel, CPA, MPA, CESO III, Regional Director, Department of Budget and Management, Regional Office XIII, CARAGA, Butuan City, dated April 5, 2019 addressed to the Honorable Members, Sangguniang Panlalawigan thru the Honorable Provincial Governor, Alexander Ty Pimentel, informing this August Body on their review of the FY 2019 Supplemental Budget (SB) No. 6 of the Province of Surigao del Sur involving an amount of P84,508,473.53 under Appropriation Ordinance (AO) No. 16-19 dated November 26, 2019 which reveals substantial compliance with the same law and its Implementing Rules and Regulations (IRR). Accordingly, the FY 2019 Supplemental Budget No. 6 of the province of Surigao del Sur is declared operative on its stated date of effectivity, subject to posting requirement under Section 59 of R.A. No. 7160.
