3. Resolution No. 2612-2015 dated October 19, 2015 of the Province of Cebu entitled “Requesting the
House of Representatives to Amend Section 138 of the Local Government Code of 1991 (R.A. 7160) By
Devolving to the Province the Power to Levy Taxes on Minerals, Sand and Gravel Extracted From
Private Lands in Support to Resolution No. 945-15 of the Sangguniang Panlalawigan of Surigao del
Sur.”
4. Letter of Engr. Constante A. Llanes, Jr., CESO III, Director IV, Planning Service, Officer-in-Charge,
Office of the Undersecretary for Planning and PPP, Office of the Secretary, Department of Public Works
and Highways (DPWH), Manila dated November 4, 2015 addressed to Hon. Manuel O. Alameda, Sr.,
Vice Governor, this Province relative to Resolution No. 1045-15 of the Province of Surigao del Sur,
requesting funds for the concreting of the Alternate Road from Tago leading to the National Highway at
Barangay Lapaz, Bayabas, Surigao del Sur informing this Body that they recognized the importance of
the said infrastructure project, however, the DPWH priorities are the development and upgrading of the
national roads and bridges and flood control systems in major and principal river basins. They
suggested that the request be addressed to the Department of the Interior and Local Government
(DILG) for consideration under the Capital Outlays Program of the said Department.
