Section 21 of S.B. Ordinance No. CV-435 S. 2015 to Complement R.A. 9211 (Tobacco Regulation

4. 1st Indorsement of Mr. Tomasito P. Pareja, Asst. Provincial Administrator, for and in behalf of the
Honorable Provincial Governor dated October 5, 2015 endorsing to Hon. Manuel O. Alameda, Sr.,
Provincial Vice Governor and to the Honorable Members of the Sangguniang Panlalawigan, all of
this Province, the basic communication dated September 22, 2015 from Hon. Jose A. Arpilleda,
Municipal Mayor of the Municipality of Madrid, also of this Province requesting for kind
intervention in the scheduling of a Joint Session of the three (3) municipalities (Cantilan,
Carrascal, Madrid) which they requested from Cantilan through Vice Mayor Marlyn R. Plaza. This
pertains to the discussion and execution of a Memorandum of Agreement (MOA) as required by
BIR Central Office, in the sharing of National Wealth derived from the operations of Marcventures
Mining and Development Corporation.

1. Memorandum of Atty. Grace N. Andres, Deputy Secretary General, Office of the Speaker, House
of Representatives, Quezon City, Metro Manila dated September 17, 2015 (copy furnished this
Body) for Hon. Aurora Enerio-Cerilles, Chairperson, Committee on the Welfare of Children
referring to Resolution No. 1067-15 of the Province of Surigao del Sur, supporting House Bill
No. 5285, authored by Hon. Susan A. Yap.
2. Letter of Ms. Aurora Enerio-Cerilles, Chairperson, Committee on the Welfare of Children, House
of Representatives, Philippines addressed to Ms. Monalisa Cañedo-Su, Secretary to the
Sangguniang Panlalawigan, Tandag City, this Province dated September 30, 2015 relative to
Resolution No. 1067-15 of the Province of Surigao del Sur expressing support for the passage
into law of House Bill No. 5285 and Senate counterpart bills entitled “Children’s Emergency
Relief and Protection Act.” She informed that their Committee has approved this bill on
December 3, 2014, and that the Plenary has passed it on Third Reading on January 26, 2015.
Subsequently, the House of Representative transmitted the approved bill to the Senate on
January 28, 2015. Furthermore, she informed the Body that to date, the Senate still has to give
its concurrence with this measure and encouraged the organization to plan, implement and
evaluate local-level programs that could help protect the children and open avenues for the
voices to be heard particularly in situations of emergency and disasters.

of Representatives, Quezon City, Metro Manila dated June 23, 2015 (copy furnished this Body)
for Hon. Isidro T. Ungab, Chairperson, Committee on Appropriations and Hon. Pedro B. Acharon,
Sr., Chairperson, Committee on Local Government referring to Resolution No. 924-15 of the
Province of Surigao del Sur, supporting House Bill No. 5612, authored by Hon. Giorgidi B.
Aggabao.
