3. Resolution No. 136-C dated September 11, 2017 of the Municipality of Carrascal, this Province, entitled “Approving the Supplemental Annual Investment Program (AIP) No. 3 Fiscal Year 2017 of the Municipality of Carrascal, Surigao del Sur”

4. Review letter from Mr. Ricky L. Sanchez, OIC-Regional Director, Department of Budget and Management, Regional Office XIII (CARAGA), Butuan City addressed to the Honorable Members of the Sangguniang Panlalawigan, thru Hon. Vicente T. Pimentel, Jr., Provincial Governor, this Province dated September 11, 2017 informing that Supplemental Budget No. 2 of the Province of Surigao del Sur involving an appropriation of P220,000,000.00 under Appropriation Ordinance No. 39-17 dated August 8, 2017, which was submitted to their Office for review on August 16, 2017 revealed substantial compliance with R.A. 7160 and its Implementing Rules and Regulations. Accordingly, the said Appropriation Ordinance is declared operative in its entirety effective on the date fixed therein subject to the posting requirement  under Section 59, R.A. No. 7160 and subject further to some conditions, stating among others that the submitted Supplemental Annual Investment Program (AIP) No. 2 being adopted and approved by this Body through SP Ordinance No. 38-17 dated August 1, 2017 and endorsed by the Provincial Development Council (PDC) through Resolution No. 014 s. 2017 does not conform with the provisions under the DBM-CCC-DILG Joint Memorandum Circular No. 2015-01 dated July 23, 2015 particularly on the identification, tagging and prioritization of climate change PPAs as reiterated in Item 2.2.9 of Local Budget Memorandum No. 74 dated June 15, 2016. Hence, they requested to submit the revised Supplemental AIP to conform with the tagging requirement duly signed by the Planning and Budget Officers and attested by the Local Chief Executive (LCE).

5. Resolution No. 239 dated August 29, 2017 of the Province of Agusan del Norte entitled “Resolution Strongly Supporting House Bill No. 4742, the Prevention of Adolescent Pregnancy Act of 2017 Now Pending at the House of Representatives”
