Perez II J.D., Secretary to the Sangguniang Panlalawigan, this Province, acknowledging receipt of the mailed letter of the SP with the following documents; viz:

2. Letter of Engr. Nilo J. Geroche, Director, Department of Energy, Mindanao Field Office, 3rd Tolentino 2020 Bldg., Candelaria Ave., Ecoland, Matina, Davao City, dated May 31, 2022 addressed to Mr. Edgar G. Perez II J.D., Secretary to the Sangguniang Panlalawigan, this Province, pertaining to the Sangguniang Panlalawigan Resolution No. 2358-22, Series of 2022, requesting the Department of Energy (DOE) to assign personnel in the Province of Surigao del Sur who will monitor escalation of the prices of petroleum products.
The latter informed the Body that the prices of petroleum products have been deregulated already pursuant to RA 8479 and these are set by the oil industry players. However, as mandated, the Department of Energy-Mindanao Field Office (DOE-MFO) conducts regular monitoring activities thru calls on the prices of petroleum products, such as LPG and Liquid fuels (gasoline, diesel, kerosene) that are sold in LPG establishments and Liquid Fuel Retail Outlets (gasoline stations) located in various key cities/municipalities in Mindanao. The prices that had been gathered are subsequently submitted to DOE Central Office, Manila for posting in DOE official website for reference in responding to queries, requests, complaints to be raised by the public especially during the declaration of state of emergency/calamity in a certain area as per RA 7581 (Price Act) as amended by RA 10623, wherein the prices of kerosene and LPG products shall be automically frozen for 15 days.
Further, as to movement of petroleum prices in Surigao del Sur, including the Cities of Bislig and Tandag, it is noted that these areas have an upward trend as shown in Table 1.1, comparative data of average prices dated January 2022 and May 2022. Likewise, they informed the Body that the Philippines does not have its own source of oil and highly dependent on imported petroleum products (raw crude and finished or refined petroleum products). As such, the local or domestic prices of petroleum products in the country is highly influenced by the international oil price movements in the global market. Moreover, the current prices of petroleum products and other basic commodities of all countries globally had been greatly affected by the COVID-19 Pandemic, much more with the on-going conflict between the Russia and Ukraine. This situation will remain very challenging and will cause uncertainty to all countries until it is fully addressed.
In as much, as they wanted to establish the DOE’s presence in Mindanao, including the Province of Surigao del Sur, but due to the wide coverage (Mindanao area), limited manpower (41 regular staff) and budget, they cannot assign a dedicated staff who will focus and cover the entire area to conduct daily monitoring activities thereat. Instead, they are recommending the Province of Surigao del Sur to pass a Resolution enjoning all the Municipal and City Mayors to activate its respective Local Price Coordinating Council (LPCCs) and request them to intensify the conduct of price monitoring activities on basic goods, including the petroleum products. They also believed that the LPCC, chaired by the City/Municipal Mayors could effectively assist in conducting regular/close monitoring activities, to provide them the updated/validated prices. Engr. Geroche assured that the DOE will closely coordinate to the office and other LGUs/LPCCs in the province regarding the regular conduct of the aforesaid joint monitoring activities. Moreover, on top of price monitoring, they will be conducting joint inspection activities with LPCC members at different gasoline stations and LPG establishments to check the quantity, quality of petroleum products sold thereat, including facility standards to ensure the safety and welfare of the consuming public. 3. Certification of the Posting issued by Hon. Librado C. Navarro, this Province signed by Mrs. Eunice S. Tribunal, MPA, Executive Assistant IV, for and in behalf of of the latter, certifying that the Order and Notice of Virtual Hearing both dated May 20, 2022 and issued by Mrs. Agnes VST Devanadera, Chairperson and CEO, Energy Regulatory Commission, San Miguel Avenue, Pasig City, in connection with the ERC Case No. 2022-019 CF, for Application of Surigao del Sur I Electric Cooperative, Inc. (SURSECO I) Confirmation and Approval of Calculations or Over or Under Recoveries in the Implementation of Automatic Cost Adjustments and True- Up Mechanisms for the Period 2019 to 2021, Pursuant to ERC Resolution No. 16, Series of 2009 as Amended by Resolution No. 21, Series of 2010, and ERC Resolution 23, Series of 2010, were posted at the Bulletin Board of the SP on June 8, 2022 in compliance with the directives of the ERC, for the Body’s information.
4. Letter of Ms. Evelyn V. Ayson, Officer-In-Charge, Water Rights Division, National Water Resources Board, Department of Environment and Natural Resources, 8th Floor NIA Bldg., Diliman, Quezon City, dated March 29, 2022 addressed to the Provincial Secretary, this Province, referring to the following Water Permit Application/s for surface water/groundwater viz: WPA No. XIII-SDS-2022-03-167, Filed by Mr. Gerson B. Fulgar/RGA Water Refi lling and the Source Location is at Purok 2, Tigao, Cortes, Surigao del Sur. In this connection, the latter is requesting that the enclosed Notice/s of Water Permit Application be posted on the Bulletin Board and shall remain posted for a period of 15 days from receipt. She requested that a certification maybe issued that the same have been posted pursuant to the rules, for the Body’s information.

X - Announcement
The 3rd Special Session of the 19th Sangguniang Panlalawigan, this Province will be held on June 19, 2022 at 10:30 in the morning at Telaje Covered Court, Barangay Telaje, Tandag City, this Province for the State of the Province Address (SOPA) of the Honorable Provincial Governor Alexander T. Pimentel and the ALAR of the Honorable Vice Governor Librado C. Navarro.
